The vendors to provide independent residential recycling collection services program is designed to bridge service gaps for eligible residents—specifically those who lack access to traditional alley recycling infrastructure, cannot physically reach standard City drop-off sites, or reside in historically underserved service zones.
• Collection, Transport, & Logistics
• Routine Hauling: Collect source-separated or commingled recyclable materials from designated residential properties and transport them to the City’s designated drop-off locations (currently 46 active sites).
• Service Access Flexibility: Provide adaptable "curbside" collection tailored to urban density, including both front-of-house (curbside) and back-of-house (alleyway/private drive) retrieval, depending on residential infrastructure constraints.
• Service Scheduling: Maintain a highly predictable, recurring schedule offering weekly or bi-weekly collection windows, minimized to avoid high-traffic congestion windows.
• Material Integrity & Equipment
• Contamination Control: Ensure strict material handling protocols so that recyclables are never mixed with municipal solid waste (MSW) or organic waste during transit.
• Equipment Provisioning: A dedicated fleet of vehicles capable of handling narrow urban corridors.
• Site Stewardship & Environmental Compliance
• Drop-Off Site Maintenance: The contractor bears sole responsibility for immediate mitigation, cleanup, and sweeping of any spills, litter, or overflow at City drop-off sites caused directly or indirectly by their collection or offloading activities.
• Diversion Tracking & Reporting: Submit comprehensive monthly data logs detailing total tonnage collected, estimated contamination rates, and validated diversion metrics to support the City's sustainability benchmarks.
