The Vendor is required to provide to conduct a comprehensive academic and administrative program review.
- Review is to evaluate all academic and administrative units with a focus on institutional effectiveness, operational efficiency, and strategic alignment with the university's mission as a large, public, research-intensive institution.
- Stakeholder Engagement:
• Facilitate structured engagement activities, including interviews, focus groups, or surveys with faculty, staff, administrators, and students.
• Gather insights to inform findings and ensure transparency and buy-in.
- Administrative Unit Review:
• Review of organizational structures, staffing levels, and reporting lines.
• Evaluation of cost-efficiency and service delivery effectiveness.
• Recommendations for improvements or restructuring.
- Academic Program Review:
• Assessment of program relevance to current and emerging disciplinary, workforce, and societal needs.
• Analysis of faculty workload distribution and productivity (teaching, research, service).
• Analysis of use of tenure-line, non-tenure line, adjunct, and graduate teaching assistants for course delivery.
• Evaluation of enrollment trends, graduation rates.
• Recommendations regarding program delivery modality (e.g. program delivery locations and formats).
• Recommendations for consolidation, expansion, or phase-out as appropriate.
- Data Analysis & Benchmarking:
• Utilize institutional data provided by the University and additional information.
• Analyze quantitative and qualitative data to support findings and recommendations.
• Provide comparative analysis with appropriate peer institutions.
• Identification of best practices and performance gaps using a data-driven approach.
- Project Management Methodology and Practices:
• Demonstrate capability to provide services in a timely manner through proposed timeline using best practices for project management.
• Example deliverables include developing a project charter, project schedule with dependencies and critical path defined addressing all deliverables; tracking and reporting issues and risks; weekly written status reports and updates to the university project manager; monthly written status reports and updates with the university executive vice presidents.
• Vendor may also be asked to participate in other status updates as requested.
- Recommendation and Implementation Strategy:
• Recommendations for successful implementation and adoption of recommendations stemming from the program reviews.
• Deliverables include an implementation strategy, implementation support, and key milestones.
• This includes critical requirements for successful implementation, adoption and sustainment of recommended changes.
• Vendor should include a summary of lessons learned from prior engagements and/or best practices.
