The vendor is required to provide after hours and weekend outreach- city housing resources help line response and transportation coordination for unsheltered individuals and families in the city area.
- The need for an experienced street outreach provider to respond to incoming calls from individuals and families seeking shelter from 6:00 pm to 8:00 am Monday-Friday and 24 hours on Saturday and Sunday
- Include answering all incoming calls and texts during the contracted hours or responding back to voicemails within 2 hours, ability to text with individuals seeking shelter in additional to voice calls, attempting diversion prior to shelter referrals, providing appropriate shelter referrals, if required, and coordinating transportation.
- Expectations are that those individuals calling in to the city housing resources helpline will be able to speak and text with a live person within 2 hours of initial contact, that those people that they speak to will be compassionate, knowledgeable, and use trauma-informed care.
- The respondent will agree to having their phone number listed on the city housing resources helpline after-hours recording.
- Operational information
• If respondent intends to use their own vehicles in providing transportation, proof of insurance and valid driver’s licenses for all drivers will be required.
• The respondent is expected to provide service in accordance with the terms of the executed contract and under the rules, regulations, and supervision of the city.
• A log of all incoming calls shall be kept by the respondent as well as the outcomes of the calls, using whatever technology the city of requires.
• A record of all shelter referrals shall be kept by the respondent as well as determination that the referred individual arrived at the shelter.
• A record of all transportation provision shall be kept by the respondent and detailed according to method of transportation.
• Requested price must be inclusive of the requirements listed above and by reflective of one price per shift.
• Premium prices may be considered for midnight and weekend hours.
• Vendors must identify record management; data software such as smartsheet, salesforce, or other comparable database must be included in proposal and approve by the city.
o Output measurements- needs to be tracked daily with data entry preferably occurring in real time but no Later than at the end of each staff's shifts.

• Vendors must demonstrate program coordination with referral organizations, police departments, hospitals, and other non-profits.
• Vendors must provide street outreach services to households living outside/vehicle/ or other places not meant for human habitation.
