The Vendor is required to provide Legal Services and shall consist include:
• Provide day to day legal services to the city commission and administration
• Experience with state local government
• Employment laws
• legal staff will provide legal opinion and guidance- but will ultimately leave final decisions to the city commission and administration- and continue to provide legal support based on these decisions
• Attend all city commission meetings and administrative hearings
• Advise commission on all matters including policies and procedures, open meetings, inspection of public records, elections, procurement, administrative proceedings and hearings, meetings rules, personnel matters, tort, and criminal litigations matters that may arise.
• Including and not limited to liens and property abatements
• Draft and review notices of contemplated actions
• Draft and review resolutions, ordinance, contracts, and all other necessary city documents
• Draft and review contracts, leases, memorandums of understandings, joint powers agreements and as requested by departments as needed
• Subdivision, property and road experience
• Provide written legal opinions and advise the city on methods to avoid civil litigation
• Advice elected officials
• Timely response to inquiries
• Shall notify appropriate staff of new laws, legislative mandatory requirements or other when knowledge of such changes are incurred
• Monthly flat rate
• Annual fee
• Other rates (detailed)
• To be respectful and diplomatic to all staff.
