The vendor is required to provide for artificial intelligence (AI) software and software support services for county's sewer division within the planning and public works department.
- Software requirements
• Identify potential process operational cost savings annually (e.g., chemicals, energy, etc.) and establish metrics for monitoring GHG emission equivalents.
• Reduce potential risk of regulatory violations, process upsets, premature equipment failure, etc.
• Establish customizable operational dashboards that pull together pertinent information for each system for a quick analysis of all facilities and utilities and tracking operational costs such as energy and chemical consumption and savings.
• Convey emergent conditions to utility operators of remote facilities.
• Capture institutional knowledge while reducing speculative process decision-making.
• Utilize piping and instrumentation diagrams (P&IDS) for TNA, CCRWWTP, CASCADIA, and potentially other potable water systems and a one-time data package to build a model that provides process
• Receive process data from the county every 15 minutes through an application programming interface (API).
• The model will utilize this information to provide notifications focusing on risk mitigation and cost savings.
• Provide real-time system and process monitoring and analysis.
• Provide real-time equipment monitoring and analysis.
• Notify maintenance staff when equipment monitoring identifies conditions indicating potential for failure, breakdown, damage, or inefficient operation.
• Communicate potential areas of opportunity for realizing power savings, chemical savings, and process efficiency.
• Improve operational awareness.
• Prevent permit excursions, process upsets, catastrophic equipment failure, and excessive power, and chemical usage.
• Ability to respond timely and effectively to allow for an appropriate response to emergent conditions to avert potential failures and permit violations.
• The software must support machine learning algorithms to automate data analysis and enhance process efficiencies.
• It must provide natural language processing (NLP) capabilities for better communication with users and to facilitate text analysis.
• The software should allow for predictive analytics to assist departments in forecasting and decision-making.
• The software must comply with industry standards such as ANSI, iso 9001, and IEEE for software quality assurance.
• User-friendly interface that facilitates accessibility for all employees, with multi-device compatibility (Desktop, mobile).
• Provide guidance to effectively coach staff in proper responses to alarms, emergent situations, process upsets, equipment failures, etc.
• The data transfer needs to be able to transpire outside of pierce county’s network.
• The county will not approve outside entities reaching into their network to gain access to data.
- Service requirements
• Provide operational feedback daily, calling out potential areas of concern, opportunities to realize efficiencies, bringing attention to questionable equipment condition and status, excessive energy, and
chemical demand, and providing insight into effective courses of action to address each condition.
• Assist with decision-making when faced with competing priorities. offer a holistic assessment of process efficiencies and sustainability solutions, which we may not have recognized without this view.
• Provide a cloud-based solution to the county that is secure and complies with data security standards.
• Meet with the county at least twice per month to ensure all O&M needs are met for the contract duration.
• Provide training to ensure county staff understand the program's functionality throughout the contract duration.
• Develop key performance indicators.
• Focus on the areas with the largest room for improvement as guided by the team. possible areas include but are not limited to:
a. Nutrient removal
b. Side stream treatment
c. Activated sludge
d. Sludge handling
e. Digestion

• Establish an operational dashboard.
• Provision of comprehensive training for pierce county staff regarding software usage, including best actices and application in real-world scenarios.
• The vendor is expected to provide ongoing technical support, including a help desk, to respond to perational inquiries and issues within 24 hours. - Ongoing support
• Support services must be available 24/7 in the maintenance agreement.
• Quarterly review meetings to assess performance and address any ongoing issues are required.
• Regular software updates and maintenance, ensuring that systems are up-to-date with the latest functionalities and security protocols.
• Documentation detailing software features, operations manuals, and troubleshooting guides must be provided.
• The vendor must offer consultation services to analyze the effectiveness of AI implementations and e-commend enhancements.
