The Vendor is required to provide Backflow Preventer Testing and Cross Connection Inspection per the following:
• Using a list of customers provided by the water division, contact, schedule, and perform backflow preventer tests at commercial and industrial users that were not yet tested / re-tested (if required) in 2025 in accordance with the agency regulations.
• Using a list of customers provided by the water division, contact, schedule, and perform annual calendar year cross connection inspections at commercial and industrial users in accordance with the agency regulations.
• Provide backflow preventer testing and cross connection inspection forms acceptable to the water division.
• Inform the water division of any non-responsive customers or customers refusing access after multiple attempts have been made.
• At the end of each testing round, provide the water division with a copy of each backflow testing report.
• If a device fails, provide device test report to property owner within 3 days of test failure and inform customer of requirement to repair the device within 14 days.
• Re-tests for failure are to be performed within 14 days of the failed test.
• Upon notification by the town or the user that a failed device is ready for retesting, perform a retest of the failed device within 14 days of such notification.
• Inform the water division within 30 working days, in writing, of any failed backflow prevention devices that have not been repaired or replaced and retested.
• Repair or replacement of failed devices is not included as a part of the services being provided to the town.
• Repair or replacement of failed devices is the responsibility of the user to be performed by the plumber of their choice.
• Inform the water division immediately of any dangerous cross connections discovered during inspections or testing.
• Follow-up in writing within 3 business days.
• Maintain backflow preventer testing equipment and provide certification of calibration to the water department.
• The total number of tests/inspections may change.
• Provide backflow preventer testing and cross connection inspection forms acceptable to the water division.
• Submit copies of each individual completed backflow preventer test and cross connection inspection form monthly.
• Report form shall include relevant testing information (e.g., facility name and address, device type and size, pressure results, pass/fail result, facility hazard) as well as relevant town-specific information (e.g., property owner, tenant if different from property owner, town water account number).
• Repair or replacement of failed devices is the responsibility of the user to be performed by the plumber of their choice.
- The backflow devices to be tested could be in manholes or vaults, or inside buildings such as hospitals, nursing homes, labs, restaurants, businesses, or other public buildings that could be a source of contamination into the water supply.
