RFP Description

The vendor is required to provide s from service providers qualified to provide one-day basic digital threat assessment training focusing on the fundamentals of establishing a digital behavioral baseline through a threat analyst lens and training for department various divisions.
1. Basic digital threat training
• Introduction to digital threats, platforms, terminology, and risk indicators.
• Overview of online threat vectors including social media, messaging apps, and gaming platforms.
• Fundamentals of open-source intelligence (OSINT) collection and analysis.
• Legal and ethical considerations in monitoring digital content.
2. Advanced digital threat training
• Deep-dive into threat escalation pathways and case studies of digital-to-physical threat transitions.
• Advanced OSINT tools and methodologies.
• Techniques for attribution, profiling, and link analysis.
• Counter-surveillance and anonymization methods used by threat actors.  3. Integrated behavioral and digital threat workshops
• Interdisciplinary sessions combining behavioral threat assessment (bta) and digital threat monitoring.
• Scenario-based exercises to assess and manage digital behaviors linked to targeted violence or harm.
• Case-based learning emphasizing cross-functional collaboration (e.g., security, hr, legal, mental health).
4. Law enforcement-specific training
• Specialized modules focused on investigative techniques for law enforcement personnel.
• Legal thresholds and digital evidence handling.
• Collaboration with behavioral threat teams.
• Tools and techniques specific to threat intervention and disruption.
5. Train-the-trainer program for digital threat and cyberbullying
• Curriculum development for in-house trainers on digital threat and cyberbullying topics.
• Instructional design resources, handouts, slide decks, and evaluation tools.
• Cyberbullying-specific content that includes identification, response protocols, and support resources. • Ongoing mentorship or office hours for new trainers (optional).
