RFP Description

The vendor is required to provide services for a benefit consulting firm to partner with the City’s Human Resources benefits staff to meet the benefit needs of the organization.
- Human Resources team desires a proactive partnering approach to benefit package formation with the final goal of maintaining a comprehensive and fiscally responsible, sustainable and market driven benefit package
- Strategic planning
a. Assess and support benefit philosophy and city priorities
b. Reaffirm plans for short/long term benefit goals
c. Offer suggestions for new or alternative products and/or funding approaches
d. Provide benefit and plan design analysis with recommendations
e. Provide cost containment ideas and strategies based on a national and denver-metro market trend analysis and with special emphasis placed on public sector data
f. Strategize and assist with on-site clinic initiatives, analysis of clinic data and wellness program initiatives
g. Integrate data from self-funded plan and on-site clinic to help with the analysis of return on investment
h. Offer suggestions and ideas on any new programs or cost containment strategies
- Communication and education
a. Assist with benefit communication strategies, including the annual development of a customized “total compensation letter” to all benefited employees
b. Employee meetings as requested, including support with the city’s employee healthcare task force
c. Assist with employee communications and open enrollment information d. offer educational seminars for human resources on benefit related topics
- Annual renewal analysis and reporting
a. Submit underwriting analysis of insured plan’s carrier renewal/projections for self-funded plans
b. Work with providers in assisting the city with service negotiations, favorable rates and contracting for all plans and vendors under the consultant’s responsibility that includes the city’s budget timeline and implementation of any resulting actions
c. Assist with performance review of carriers
d. If requested, prepare for both current and alternative plan designs and provide thorough analysis of responses including quality of services, assessment of services offered, background and references and long-term implications with recommendations
e. Assist with implementation of any new carrier(s)
f. Department for accuracy and legislative compliance and consolidate and/or write plan documents, department as needed
- Legal and regulatory compliance oversight and communications
a. Inform on new applicable legislation as it occurs
b. Provide interpretation and resources, notification of significant case law, bulletins, and assistance with implementation of required changes
c. Educate and inform human resources staff on all regulations, legislation, industry trends, products and cost containment strategies that pertain to any benefits that are the responsibility of the consultant.
- Benefit plan financial information and reports
a. Provide and review monthly carrier reports with city staff
b. Provide annual analysis of adequacy of rates and rate calculations
c. Provide analysis and discussion of funding alternatives
d. Provide projections of impact on rates of plan revisions
e. Provide projections of claims for subsequent years
- Eligibility audit(s)
a. Conduct periodic audit(s) as deemed appropriate by the city and consultant for healthcare eligibility and/or compliance with laws and regulations
- Ongoing city benefit administration assistance
a. Assist with claims administration
b. Provide responsive attention as needed to address claim issues providing research with carriers and adjudication of specific claims as requested by client
c. Provide liaison services between the city and other benefits contractors/vendors and providers including coordination of reporting and assistance with resolving problems and concerns
- Issuance of request for proposals as required
a. Assist with processes for benefits under consultants’ responsibility
- Additional projects as needed
a. The city reserves the right under the terms to request services or project support unrelated to This defined set of consulting services; be agreed to prior to the consultant performing any work.
- Contract Period/Term: 5 years
