The vendor is required to provide a web-based service for public access to county budget information, capable of producing pdfs in compliance with applicable state revised statutes.
- Must be compatible and interactive with both the general ledger data housed in city technologies’ enterprise ERP system and the portions of the budget currently being developed and calculated in microsoft excel throughout the budget cycle.
- Must be responsive to county schedule and budget deadlines, and normal utilization must be fully manageable by department staff after initial implementation.
- The ability to share a brief version of the budget with the public and in pdf as of the proposed budget stage.
- County’s website will link to a web-based platform that is in compliance with format and content requirements relative to what must be included in a budget according to state budget law under summarized by the department
- Such application must also be accessible as required per state HB 21-1110 of which the accessibility standard as set by the office of information technology (OIT) is currently WCAG 2.1 a and aa and clarifies “liability for noncompliance of the platform hosting the content lies with the public entity or state agency that manages the platform.”
- Capability to generate pdfs that are in compliance with what must be submitted to the state of state under C.R.S. 29-1-113 (original adopted budget) and C.R.S. 29-1-109 (subsequent supplemental budget adjustments); and again, accessible as required per state HB 21-1110, which requires a structural standard of iso 32000-1:2008 and the WCAG called out above; and, where OIT calls out “liability for noncompliance as to content lies with the public entity or state agency that manages the content.”
- Ability to comply with OIT clarifications as to the responsibilities of local governments in regard to accessibility in the creation and publishing of any technology including embedded third-party applications and Pdfs; thus, the software must allow for such.
