The vendor is required to provide business process and oracle fusion consultant services for include:
- Agency has implemented the following oracle fusion modules:

• Time and labor
• Absence management

• Learning management system – in flight
3. Project portfolio management
• Project financial management

- Current state assessment: comprehensive gap analysis report
• Process mapping documentation: clear visual and narrative mapping of existing end-to-end project management workflows, including roles, handoffs, approvals, and system
interactions.
• System configuration review summary: an assessment of the current oracle fusion project portfolio management module configuration, covering:
o Project and task setup
o Costing and budgeting structures
o Resource and scheduling setup
o Workflow and approval routing
o Integration touchpoints (e.g., finance, procurement, timekeeping)
• Stakeholder insights summary: key themes and challenges identified through interviews and workshops with users across engineering, finance, it, and project teams.
• Gap analysis matrix: a structured comparison of current-state processes and system usage against oracle fusion capabilities and industry best practices.
• Initial findings and recommendations: identification of misalignments, inefficiencies, and underutilized system features that represent opportunities for improvement in later phases.
- Benchmarking and opportunity identification: opportunity identification & prioritization matrix
• Benchmarking summary: comparative analysis of the organization’s current project management processes and oracle fusion configuration against:
o Oracle best practices and recommended configurations
o Industry standards and peer organizations (where applicable)
• Pain point and opportunity mapping: detailed documentation of inefficiencies, bottlenecks, and redundant manual processes, now translated into specific opportunities for system or process improvements.
• Feature utilization assessment: analysis of oracle fusion modules or functionalities currently underutilized, including the value and feasibility of activating and enabling them.
• Quick wins and long-term opportunities: categorized list of improvement opportunities, segmented into:
o Quick wins (low effort, high impact)
o Medium- and long-term initiatives (strategic or structural improvements)
• Opportunity prioritization matrix: a structured matrix ranking each opportunity by impact, effort, risk, and business value to support decision-making and planning. - Optimization plan design: optimization roadmap and implementation plan
• Optimized process flows: redesigned future-state process maps aligned to oracle fusion’s native capabilities and best practices, aimed at reducing complexity, improving visibility, and increasing automation.
• Configuration recommendations: specific technical and functional recommendations for adjusting oracle fusion setup, including:
o Module and functionality activation or enhancement
o Workflow improvements
o Data structure and integration adjustments
• Phased implementation roadmap: a detailed plan outlining the sequence of activities required to implement process and system changes, including:
o Project phases and milestones
o Resource and stakeholder requirements
o Timeline estimates
• Training and change enablement plan: the proponent is expected to include a knowledge transfer plan and provide documentation and training materials to enable agency internal team and ITSM partners to sustain the optimized processes post-engagement
o Provide editable documentation and user guides for future reference.
o Include a transition plan to internal or support partner teams.
• KPIs and success metrics: recommended key performance indicators to measure process efficiency, system adoption, and ROI following optimization.
