The vendor is required to provide a commercial real estate strategic planning expert to help guide the decision-making process related to strategic use of agency property for agency operations, determining real estate needs for the agency team(s) as well as assets located in the agency sector.
- Focuses on strategic plan implementation in support of recent, present, and future efforts that relate to property acquisitions, dispositions, and management of those assets as well as development activity related to those assets.
- Strategic environmental assessment (SEA) real estate strategy implementation and outlook
• Work with the agency staff to develop a draft and final report outline for both public and internal versions of the real estate strategy implementation and outlook
• Conduct and compile analysis, findings, and recommendations into draft and final report.
• Conduct meetings with the agency staff to review draft, edits and final reports.
• Provide support for presenting to internal stakeholders, including sea leadership, and agency commission.
• Support internal strategic efforts.
- Strategic implementation support
• Engage with agency and sea teams as needed to apply actionable strategic guidance on specific properties/opportunities; this includes but is not limited to asset management activities support and guidance, plus meetings with the SEA/agency team as well as the necessary external stakeholders.
• Conduct underwriting and financial analysis to support the agency team in assessing acquisition opportunities.
• Provide support for engagement with both internal and external stakeholders related to property acquisition opportunities.
• Facilitate property transactions as needed by the port.
- Asset management and onboarding
• Assemble and review available asset information and third-party reports as needed.
• Support agency staff in coordination and documentation of the due diligence process.
• Modify and update real estate pro forma as needed to reflect the due diligence process, property budgeting, and agency business planning.
• Work with agency staff to support asset onboarding and transition of ownership to port ownership this includes coordination with port and third-party vendors.
• Provide preliminary asset management guidance and recommendations to inform future management of the asset.
