The vendor is required to provide that consulting services for social recovery framework.
- Include for service:
• Stakeholder engagement: required to provide the following services:
1. Identify and engage relevant stakeholders (including vulnerable groups) to gather insights into social recovery needs, priorities, and existing challenges;
2. The social support needs of communities’ post-disaster;
3. Analyze existing social support recovery frameworks, disaster response guidelines, and best practices from other regions/countries; and
4. Analyze collected data to identify gaps in existing systems and propose strategies to fill these gaps through the framework.
• Framework development and design: to develop and design a framework as outlined below:
1. A clear, context-specific social support model for disaster recovery, considering aspects such as healthcare, livelihood restoration, mental health support, community cohesion, and access to essential services;
2. A model that encompasses all stages of recovery and integrates various support systems;
3. Design clear governance structures, communication channels, and coordination mechanisms between stakeholders to ensure efficient delivery of social support services;
4. Identify and map resources available for disaster recovery, including human, financial, and material resources. provide recommendations for optimizing resource use during recovery; and
5. Monitoring indicators and a feedback mechanism for assessing the effectiveness of social support services in the recovery process.
• A final report that is a comprehensive, user friendly, and adaptable social disaster recovery framework that includes the following at minimum:
1. An overview of the social support model
2. Clear strategies for each phase of recovery
3. Governance and coordination mechanisms
4. Resource mapping and identification monitoring and evaluation tools
• The consultant will be responsible for:
1. Facilitating and logistics for each public engagement session
2. Meeting with county representatives for confirm project direction and to obtain approval on content
3. Identification of a primary contact
4. Providing content for advertising, social media content, and the county’s website
• The county will be responsible for:
1. Provide access to public engagement spaces within county owned facilities or community leagues at no cost to the consultant
2. Identification of a primary contact
3. The design and print of the advertising and social media content
4. The content to the county’s website
