The Vendor is required to provide comprehensive disaster recovery management services will assist in strategically managing the project development and administration of any and all federal and/or state disaster programs related to declared emergencies.
- Agency Public Assistance (PA) Advisory Services:
- Develop a process/system to efficiently submit grant applications, identify eligible projects, capture costs, prepare cost reports, reconcile invoices, and close-out projects.
- Attend meetings with relevant local, state, and federal officials to address eligibility and process issues.
- Provide knowledge, experience and technical expertise in dealing with federal and state regulations, specifically including, but not limited to, the disaster relief and emergency assistance act, post-katrina emergency management reform act, and the sandy recovery improvement act.
- Proactively identify and resolve issues that may arise related to the funding of completed and forthcoming work.
- Provide engineering, cost estimating, and architectural support, among other types of technical assistance.
- Assess damage to public infrastructure components, transportation systems, and facilities.
- Agency Individual Assistance (IA) Advisory Services:
- Develop a process/system to efficiently communicate available resources to county for disaster recovery from Hurricane Helene.
- Provide public relations guidance and support related to IA service through agency and other Federal, state and local resources.
- Financial and Grant Management Support:
- Advice on agency policies, regulations, practices and procedures and how to track costs, including direct administrative costs to facilitate reimbursement for all eligible client costs, including contractor costs.
- Provide general grant management advice.
- Provide oversight of contractors’ billing to ensure that they invoice in accordance with their contract, and that all costs eligible for the disaster grant funding are documented and claimed.
- Assist in providing interagency (Federal, State, County, Municipal) coordination and technical support, as well as identifying funding resources that may be available to assist in the long-term recovery process.
- State Community Development Block Grant Disaster Recovery
- Provide knowledge, experience, technical competence, and oversight in the planning, administration, and implementation of eligible department activities as identified in the Code of Federal Regulations.
- Conduct assessments that identify housing, infrastructure, and the economic disaster recovery needs.
- Contract Period/Term: 3 years
