RFP Description

The vendor is required to provide undertaking a variety of planning and zoning initiatives.
- Examples of projects include zoning ordinance amendments (ZOAM), comprehensive plan amendments (CPAM), fee studies, small area plans, community engagement campaigns, zoning enforcement campaigns, design guidelines, historic resource inventories, corridor or area plan updates, resource preservation plans, enhancements to online information and citizen portals, and many other initiatives to interface with the community and implement the comprehensive plan.
- Provide exceptional work in all the following disciplines:
• Planning project management and support
• Zoning administration
• Long-range community planning
• Land use and development review
• Planning and zoning customer service
- The following basic and main skills:
• Documentation and technical writing
• Visualization and graphic design
• GIS and mapping
• Public participation and outreach
• Research of industry best practices
- The purchase order shall constitute the notice to proceed, unless otherwise indicated.
- Individual tasks may require supervision, manpower, materials, equipment, and supplies necessary to complete any of the services outlined below.
- All services shall be performed in compliance with industry standards and all federal, state, local laws, and ordinances.
- The services to be provided under this contract may include but are not limited to the following:
• Evaluations, investigations, analysis, recommendations, technical writing, ordinance interpretations, ordinance formulation, cost and time estimates, financial planning, studies, designs, research, compliance and application reviews, field inspections, customer service, GIS and mapping, visualization and graphic design, and public participation and outreach. 
• Professional involvement throughout all phases of the project, including but not limited to development of programs; preparation of reports; periodic progress reports and meetings; preparation for and participation in briefings and presentations to staff groups, citizen groups, the county board of supervisors, and federal or state agencies; processing of invoices for services; timely processing of project correspondence, consultants’ requests for payment, and material and equipment submittals. 
• Coordination with other county contractors.
- Fee and rate schedule: hourly rates established under this contract shall include:
• Administrative items such as fax transmissions, long distance phone calls, mailing services, courier services, and materials required in the preparation of presentations, cost of reports, submittals, and other expenses deemed typical in the conduct of business.
• Transportation to and from job sites, vehicles, fuel, vehicle maintenance, cell phones, personal Computers, printers, cameras, video equipment, software, general office supplies, home office and administrative support, and all overhead and incidental costs.
- Consultant selection for each task order
• Rotational selection among all consultants, unless otherwise determined by the county
• Balancing of workload (task order dollar volume and consultants’ backlog) among consultants.
• Size of project, as it relates to the county’s independent cost estimate.
• Evaluation of past and current performance on task orders of a similar nature and type of work, project size, construction management challenges, schedule performance, design management requirements, etc.

• Preparation of future land use plans, including small area plans and village plans. 
• Development of policies related to land use, growth management, resource conservation and management, and emerging industries. 
• Development of zoning and other land use regulations to implement new land use policies. 
• Preparation of special studies and analyses related to land use planning and zoning.

• In-person, telephone, and email customer service
• Technical writing and communication
• Entitlement research
• GIS-based analysis in proprietary land management system
• Time management and meeting aggressive deadlines
• Coordination of pre-submission meetings
• Facilitating interdepartmental and interagency collaboration
6. All offerors will need to possess the following primary skills:
• Project management
• Ordinance, policy, and code analysis
•  Documentation and technical writing
• Visualization and graphic design
• GIS and mapping

• Research of industry and planning best practices.
