RFP Description

The Vendor is required to provide professional design and development services, including creative, graphic, web, social media, digital, mobile application design, branding, and campaign management.
- Services shall be requested on an as-needed basis throughout the contract period for consulting services, project management and implementation, creative development for graphic design, web design and implementation, and mobile application development in support of the office projects/campaigns, as-needed.
- Create a multi-media campaign that focuses on the agency brand, the genasys protect application, whole community disaster preparedness and the agency.
- Create content to be used to reach the whole community through print, digital, web, social media, radio, and television, and community events by creating targeted content for different populations.
- Residents shall be the primary consumers of print, media, web, and digital projects created.
- Ability to produce, design, and implement products and services in languages that are culturally appropriate for the focus population as specified in each task order project request; translations shall be provided by office.
• Languages supported shall include at minimum Arabic, English, Tagalog (Including Filipino), Chinese Mandarin, Spanish, Persian (Farsi, Dare), Korean, Somali, and Vietnamese.
- Utilize current and timeless aesthetics and work with office to develop user-friendly, appealing websites, applications, digital designs, and print materials and capture office objectives and theme in the overall design.
- Communications
• Available via email and/or phone Monday – Friday during normal business hours 8:00 am – 5:00 pm county time.
• Provide help desk support during normal business hours utilizing phone and email.
• Provide seventy-two (72) hours advance written notice and an alternative support contact.
• Respond to emails and phone calls within forty-eight (48) hours.
• Available within twenty-four (24) hour notice for emergency needs.
• Communication methods shall primarily be via email, web conferencing, and phone.
• Office reserves the right to request weekly meetings.
- Graphic design, support, and maintenance:
• Provide creative and graphic design services for purposes of, print and digital outreach materials, advertisements, graphics, brochure and newsletter development, annual reports, fact sheets, infographics, video scripts, high quality video content, and animations where applicable, large and small format posters, and any other collateral material.
• Conceptualize and design creative and engaging content to be used for, print, digital, social media channels, mobile applications, website, and other formats to meet the expressed goals per task order in a timely and cost-effective manner, as requested and approved by office .
• Create drawings, mock-ups, sketches and/or prototypes with office providing all text for collateral materials.
• Provide maintenance and support services to include, re-design, edits, and updates.
• Provided in digital format, such as social media graphics and images for advertisements to office .
- Campaign management
• Conduct market research to understand community needs, current preparedness levels, and effective communication channels for information to be received by varying populations.
• Creative concepts for campaign themes, visuals, and messaging that can be shared through various communication channels.
• Shall deliver a comprehensive plan in writing within 30 calendar days of contract execution, which shall include:
1. Outline of the campaign strategy, goals, and tactics
2. A content calendar with a schedule of content creation and publication across various platforms
3. All creative assets, including developed materials, graphics, videos, and written content
4. Performance reports, including providing regular updates
5. Final report detailing campaign outcomes, lessons learned, and recommendations
• Implement digital marketing strategies, including social media engagement, search engine optimization, and email marketing in collaboration with the officer or designee.
• Write compelling copy for advertisements, social media posts, press releases, and other communication needs in collaboration with the officer or designee
