RFP Description

The vendor is required to provide emergency response services in the event of a federally declared disaster.
- Disaster debris monitoring function
• Required to furnish all supervision, labor, parts, tools, materials, equipment, supplies and transportation necessary to monitor the debris removal contractor as it conducts the removal and clearance of disaster- generated structural and vegetative debris from disaster impacted areas.
• Provide initial property assessments in line with FEMA protocols prior to debris removal activities.
• This includes, but is not limited to, property surveys, photo documentation, asbestos sampling, vehicle counts, and ash footprint delineation.
• All operation costs, including costs of the monitoring firm that can be directly attributed to an individual property shall be tracked by the monitoring firm on a per parcel basis.
• Document the full cycle of each parcel, in a method compliant with the FEMA reimbursement terms and conditions, from initial evaluation through site assessment, debris removal, hazard tree removal, and transport and delivery of all debris to the end-use facilities.
• Provide all proposed staffing (administrative, field, debris removal crew makeup, etc.).
• Include personnel by title and quantities generally provided per each operational task, in the field, etc.
- Provide your firm’s procedures for disaster debris monitoring including but not limited to:
• Mobilizing procedures (including subcontractors).
- Provide breakdown of time required to perform each associated task.
• Debris monitoring procedures, including, truck capacity monitoring, truck load verification, ineligible debris, c & d debris, hazardous waste, HHW, e- waste, white goods, wet debris, soil/mud/sand, vehicles, putrescent debris, infectious waste, chemical/biological/radiological/nuclear contaminated debris, site safety plan.
• Managing subcontractors and field staff
• Employee training program
• Data management and invoicing procedures
• Incident reporting
• Quality control program
• Communications during a disaster recovery
• Damage claim process
• Demobilization
• Audit support
- Provide additional pertinent information as needed
- Describe typical assistance needed from the county.
