The Vendor is required to provide to furnish all materials and labor as necessary for the county digital accessibility consulting project (“project”).
- Attend weekly meetings, either virtually or in-person, with county staff throughout the course of the project.
- The consultant will assess how the applicable laws apply to the county government and identify all areas where the county may not be compliant.
- Conduct a comprehensive review of the existing accessibility assessment of all internal and externally facing digital products used by the county and identify where further assessments may be required.
- The review will include testing a subset of pages used for accessing essential information or services.
- Assist with scanning, surveying, and organizing public-facing web assets used by the county for delivery of programs and services to residents.
- This process will include prioritizing county risk for each asset.
- Perform testing and/or identify other cost-effective resources for testing of ICT that may be encountered by users with disabilities and develop audit reports.
- Assist with pdf remediation, specifically in identifying the most cost-effective but accessible solutions.
- Provide an evaluation of the time, cost, and resources needed to further assess the accessibility of the county’s digital products.
- The consultant will work closely with the information security and compliance team and procurement division to effectively communicate the digital accessibility requirements with external vendors to have applicable services and/or products remediated. (Example: requesting a letter from an external vendor that defines how the vendor meets compliance requirements).
- Evaluate the time, cost, and resources needed to assess the county’s primary content management system (CMS) and web content as part of the development, mitigation strategy, and digital accessibility roadmap.
- With resources permitting, perform the assessment, report on barriers, and work with the information security and compliance team and county staff to have the CMS vendor remove these barriers.
- Work in collaboration with the information security and compliance team to develop and maintain the digital accessibility roadmap to drive compliance with the state digital accessibility laws and regulations.
- Maintaining the digital accessibility roadmap to ensure that county staff have a unified vision of roles and responsibilities.
- Digital Accessibility Roadmap:
• Provide a digital accessibility roadmap report that includes a comprehensive analysis of the county’s current state of digital technology accessibility and recommend an approach for contacting each vendor that owns a digital technology identified for remediation.
• The responsibility for fixing nonconforming content will consist of:
1. The vendors who created the technology
2. Small fixes by county staff to update existing pages
• The digital accessibility roadmap will include a comprehensive strategy and action plan for remediating existing digital content and driving conformity with applicable accessibility regulations.
• The plan should consider and weigh factors such as time, cost, risk/liability, level of service, and prioritization of content for remediation.
• Develop a training program and support materials for county staff to ensure they have the knowledge and skills necessary to maintain digital accessibility consistent with legal requirements.
• The consultant will develop a framework for an ongoing training program that will ensure the county staff and contractors have sufficient knowledge to maintain compliance with accessibility regulations.
• Develop a digital accessibility roadmap with recommendations and processes for determining the appropriate level of information and services provided digitally.
• These recommendations will be provided in consultation with the information security and compliance team, the county attorney’s office, and county leadership.
• Provide a list of recommended tools and resources to assist in continuing compliance with accessibility regulations.
• Provide a detailed recommendation for ensuring future digital content is compliant with accessibility standards, including, but not limited to, processes to validate that newly created content will comply with accessibility regulations and the implementation of an ongoing training program.
• Provide recommendations for modifying existing county procurement processes and documents to ensure that new and renewing third party software and digital services comply with applicable accessibility regulations.
