RFP Description

The vendor is required to provide professional services and technical expertise for disaster management on an as needed basis.
- Provide project development and grants management services for any existing, open disaster efforts as well as any future incidents
- Emergency operations center staff augmentation
• Provide support to the emergency operations center (EOC) during disaster response and recovery operations.
• Assist county in assessing staff organization and composition for the EOC.
• Supply trained and tested staff with the knowledge and expertise to provide technical disaster management support at the section and branch level, including but not limited to:
a. EOC command section
b. Operations section
c. Planning section
d. Logistics section
e. Finance and administration section
• Provide additional personnel as needed to support disaster response and recovery management efforts, including but not limited to:
a. Mass care (e.g., sheltering, disaster community feeding).
b. Volunteer and donations (e.g., coordination with community organizations active in disaster (COAD) partners to assist in development of post-disaster plan to maximize volunteer efforts and donations for survivors).
c. Disaster debris operations (e.g., coordination of debris haulers and monitors, coordination with state division of emergency management (FDEM) and municipalities when state debris resources are available, identification of debris monitoring sites, if preapproved sites are unavailable).
d. General support for disaster debris operations.
e. Assist in disaster related customer service, including fielding calls and direct inquiries from the public about response and recovery operations, services, and programs.
- Agency public assistance (pa) advisory services
• Evaluate and assist in the formulation, execution, and closeout of agency pa emergency and permanent work project worksheets.
• Evaluate and recommend potential alternate and/or improved projects.
• Develop a process and system to efficiently submit federal grant applications, identify eligible projects, capture costs, prepare cost reports, reconcile invoices, and close-out projects.
• Provide extensive knowledge, experience, and technical competence in dealing with federal and state regulations and/or requirements.
• Assist the county during applicant’s briefings with agency and the state, assisting with relationship development, requesting additional programmatic details and clarifications that will assist the county during the grant process.
- Agency individual assistance (IA) advisory services
• Provide knowledge and technical competence in agency IA programs, including mass care and emergency assistance, individuals and households program, disaster case management, crisis counseling and training program, disaster unemployment assistance, and disaster legal services.
• Support community relations functions and outreach, and support efforts to provide disaster survivors with guidance on eligibility and the application process for federal, state, and local assistance programs.
• Work as an advocate of disaster survivors and bring to the attention of agency any misunderstandings or problems an applicant may have pertaining to any aspect of eligibility, funding, or the programs in general.
• provide technical assistance related to all aspects of federally funded shelter and housing or home repair programs, including IHP programs (transitional sheltering assistance, rental assistance, direct temporary housing assistance, and permanent housing construction), sheltering and temporary power, and HUD disaster housing assistance programs.
• Develop or support the development of strategies, plans, policies, and procedures related to disaster housing and human services.
- Hazard mitigation in accordance with the act
• Assist in identifying, developing and evaluating opportunities for hazard mitigation projects to reduce or eliminate risk from future events.
• Develop hazard mitigation proposals and benefit-cost analysis for mitigation projects.
• Prepare grant applications and other services related to mitigation programs.
- Housing and urban development (HUD) grant disaster recovery (CDBG-DR), housing assistance, and another HUD program support
• Provide staff augmentation, subject matter expertise, and other support services related to HUD relief programs.
• Provide knowledge, experience and technical competence in planning, administration, and implementation of eligible CDBG-DR activities as identified in 24 cfr part 570 and modified or waived under the federal register allocation of the CDBG-DR funds.
• Conduct unmet needs assessments that identify the type and location of the community’s disaster recovery needs especially in the three core aspects of recovery – housing, infrastructure, and the economy.
• Provide extensive knowledge of CDBG-DR eligible activities and national objectives particularly as they apply to disaster recovery while also developing and submitting action plans.
• Provide technical assistance as requested including HUD level environmental reviews, clearance, and other cross-cutting federal requirements such as documentation, procurement, federal labor standards, fair housing, accessibility, uniform administration, closeout, and monitoring and compliance.
- Financial and grants management support and information technology
• Advise on federal regulation and policy on tracking costs, including direct administrative costs and facilitate reimbursement for all eligible costs incurred by county.
• This includes policy developed by agency specific disaster recovery grants and any other guidance issued by federal agencies.
• Categorize, record, track, and file costs in support of the financial reimbursement process
• Develop it solutions that support such grants management.
• Perform internal controls assessment and support compliance monitoring activities.
• Provide expertise using systems to report information to assist in the management of the disaster recovery programs.
- Resilient community planning program support
• Develop a resilience strategy and program, including goals and strategies.
• Develop and implement comprehensive recovery strategies designed to maximize federal and state assistance.
• Conduct preparedness-related services (including training design and execution) and associated pre/post-disaster recovery planning (e.g., disaster cost recovery, debris management, hazard mitigation).
- Emergency preparedness activities including planning, training, and exercises
• Upon request, provide training to county personnel in relation to the services requested in this contract.
• Conduct preparedness-related services that support (directly or indirectly) a jurisdiction’s resilience program.
• Provide assistance and advisory services related to an identified event or potential event.
• Provide disaster assistance and management including response and recovery.
• Provide support, planning, training, and exercise that enhance readiness and enable the county’s ability to respond and recover from a potential event.
• Provide assistance in the development of a long-term disaster-recovery team.
• Provide continued assistance and advice to the long-term disaster recovery team as appropriate and participate in meetings upon request of county authorized personnel.
• Review solicitations, contracts, and purchasing documentation to ensure compliance with federal and state regulations, as requested.
