The vendor is required to provide drug and alcohol screening services for managing the county’s drug and alcohol testing program, including program implementation, specimen collection, laboratory analysis, medical review officer (MRO) services, and record-keeping.
- The county seeks a third-party administrator (TPA) to manage the drug and alcohol testing process, ensuring compliance, fairness, and efficiency in testing and reporting procedures.
- Provide the following services:
• Program implementation and management
1. Develop and implement a department-compliant drug and alcohol testing program
2. Maintain compliance with department regulations
3. Manage random, reasonable suspicion, post-accident, return-to-duty, and follow-up testing
• Specimen collection
1. Arrange for and ensure proper specimen collection procedures
2. Conduct on-site and off-site collections as required
• Laboratory analysis
1. Ensure urine and breathe alcohol samples are tested in certified laboratories
2. Maintain compliance with department testing protocols
• Medical review officer (MRO) services
1. Provide MRO review of all drug test results
2. Ensure compliance with MRO procedures and confidentiality requirements
• Record keeping & reporting
1. Maintain confidential records in compliance with privacy regulations
2. Provide regular reporting and tracking services to county.
