The vendor is required to provide that e-discovery software as a service (SaaS) seeks a qualified vendor to provide a web-based platform to facilitate document review by agency investigators and attorneys in connection with investigations and litigation.
- Agency is independent state agency with a statutory mission to prevent and detect fraud, waste and abuse in the expenditure of public funds, whether state, federal or local. in furtherance of this mission, the agency conducts confidential investigations, which may include obtaining and reviewing voluminous documentary evidence.
- The agency currently utilizes a web-based SaaS e-discovery platform for its document review needs.
- The agency separately maintains a secure cloud storage via amazon web services (AWS), which is directly connected to its current e-discovery platform.
- The agency seeks a qualified vendor to provide an e-discovery SaaS platform for its legal and investigative uses that allows agency users to:
• Navigate an intuitive, configurable, and user-friendly SaaS interface.
• Assign, monitor, and amend administrative privileges to maximize system usability for reviewers while keeping file access limited and secure.
• Monitor storage space and adjust storage use as needed.
• Create, upload document sets into, and effectively organize case files.
• Run advanced searches, sort, and filter documents by upload set, original custodian, bates #, file path, type of file, coding, metadata, and any other categories.
• Navigate files by folder or file path.
• Search files, automatically scanned through agency, by keyword easily navigate to where that keyword is found in those identified files.
• Conduct searches that de-duplicate files or show connections between related files.
• Return to previously run searches.
• Easily navigate the interface to find cases and review and code documents, including simultaneous preview and keyboard-only navigation.
• View files in both native format and alternative formats.
• Export individual files, groups of files, and customized case summarizes in a variety of formats, including load files (DAT) and csv files.
• Redact, both in individual files and sets of files:
o Individual terms
o Terms defined by function
o Types of terms
• monitor how files are uploaded, what files haven’t uploaded and why, and what files have issues interfacing with the platform and why.
• Add different categories of custom notes to files.
• Code files with pre-set or custom codes, and sort files using these codes.
• view summary data of files in a table view with customizable columns, including columns for pre-set categories or columns corresponding to custom-made codes or note categories.
• Store up to 1 tb of data directly within the platform for active cases, with potential for cheaper storage for inactive cases.
• Print files with custom numbers or pagination, coding information, notes, or other relevant information, either as one file or multiple files.
• Redact, code, search, export, print, and perform other actions for selected sets of files—not just by individual file.
• Code, redact, and perform other functionalities within the e-discovery system without proprietary vendor lock or coding.
• Sort cases by relevant categories—such as division, issue area, date opened, date last accessed, etc.—so that administrators can keep the platform organized.
• Make productions of files via alternative format methods to accommodate the differing it capabilities of receiving parties.
• Transfer case files with direct integration to the agency amazon web services (AWS) cloud servers.
• Ability to interface the e-discovery platform with other agency systems as necessary.
