RFP Description

The vendor is required to provide emergency management services and support to include but not limited to planning, exercises, training, project and financial management, and community outreach.
- Contractor must be capable of explaining, defending and justifying the various aspects and conclusions of a project before senior management, elected officials, regulatory agencies, technical experts, the general public and different types of media, as directed.
- Development of response capability and readiness plans, and associated materials
• Review and update existing emergency plans and/or drafting emergency plans.
• Plans may include but are not limited to emergency operations plans, debris plans, sheltering plans, continuity of operations plans, and resource management plans.
• This task may include development of a documentation process to organize and document the county’s full complement of emergency plans
• It may also include the development of end products such as wall posters to detail e
• Development of public outreach materials such as brochures, citizen’s guides, website content, leaflets, articles, posters, public meetings, community forums, or other methods of informing and educating county citizens.
• Printed materials should include english, Spanish, French, Farsi, Arabic, Chinese, Korean, and other foreign languages. may require attendance at community meetings and other functions to give presentations on emergency preparedness.
• The development of a new emergency plans may render existing operating guides and standard operating procedures obsolete
• Contractor will work with county agencies and organizations to review and update all appropriate information in the existing documents so that they align with any new and/or revised emergency plan(s).
• Provide support towards maintaining EMAP compliance
- Development and execution of various planning and exercises
• Provide executive level tabletop exercises to test the ability of county senior leadership to quickly organize and respond to all emergencies
• The format for each facilitated session will be determined through discussions with the client and may change from one session to the next based on the desired outcome for the event
• The exercises, which will focus on specific aspects of the emergency operations plan, will result in the identification of issues and problems that need to be addressed to ensure the county’s capability to respond to a variety of hazards
• The contractor may handle all administrative details of each exercise, should provide a facilitator and support staff to execute the sessions and develop an after-action report after each individual exercise
• The preparation and facilitation of full-scale exercises to test the ability of county senior leadership to quickly organize and respond to all emergencies
• The format for each facilitated session will be determined through discussions with the client and may change from one session to the next based on the desired outcome for the event
• The exercises, which will focus on specific aspects of the emergency operations plan, will result in the identification of issues and problems that need to be addressed to ensure the county’s capability to respond to a variety of hazards
• Provision of support for after action conferences, hot washes, and reports to document lessons learned, successes after emergency operations, and recommendations for policy and plan changes, or new standard operating procedures.
