RFP Description

The Vendor is required to provide for statewide employee assistance program (EAP) contractual services.
- The employee assistance program (EAP) services identified below:
• A toll free, 24-hour EAP call center which shall be answered directly by a master level or licensed counselor (Certified Employee Assistance Professional or equivalent), seven (7) days a week.
• Call center must include Telecommunications Relay Services (TRS) and/or TDD/TTY capabilities to accommodate callers who are hearing impaired 24 hours a day, 7 days a week.
• Call center must include immediate multi-lingual capabilities, including translation, at a minimum, in Spanish and Hmong 24 hours a day, 7 days a week.
• Affiliates shall maintain regular office hours, including evening hours. Regular office hours are 8:00am to 5:00pm CT.
• provide In The Moment Counseling, professional assessment, referral to community-based resources, and/or follow up services to EAP clients experiencing job-related and/or personal problems and eight (8) in-person, telephonic or virtual, as indicated by employee preference, counseling sessions per presenting problem, per person, per year.
• A year is defined as 12 months from the date of the first counseling session for each presenting problem.
• For urgent cases (i.e. death of a family member or termination of employment), following the intake process, Contractor must offer and provide the EAP client with in-person, telephonic, or virtual counseling services on the next business day unless otherwise requested by the EAP client.
• If next day services are not accepted, the Contractor must provide the EAP client with in person, telephonic, or virtual counseling within 3 business days from the initial contact.
• Offer services within the 20-to-50-mile radius, the employee or household shall have access to the entire EAP network for services at their discretion.
• Legal Consultation: A minimum of one telephone or in-person consultation (at least 30 minutes) with an attorney per distinct legal matter per year for each EAP client.
• Financial Consultation: A minimum of one, 30-minute telephone consultation with a licensed financial expert, per financial matter, per year, for each covered EAP Client.
• Work-Life Support: Access to resources, referrals, and guidance to help manage responsibilities related to parenting, caregiving, and other life challenges.
• Provide training and educational programs on topics including but not limited to substance abuse, stress management, resilience, burnout, mental well-being, family & parenting, work-life support, trauma informed care, law enforcement and high trauma work units.
- EAP staff that is "onsite" at the employer's worksite, or at multiple locations within the organization.
