RFP Description

The Vendor is required to provide to procure in a near future a functionally complete and cost-effective integrated ERP system, and the professional services required to implement the selected system.
- System with a proven and integrated finance ERP incorporating best practices allowing to streamline and improve processes resulting in timely, accurate, easy-to-access information, while improving workflows and processes.
- The ERP system will meet and/or exceed the following:
• Be a proven solution in municipalities of similar size in state,
• Consolidate information, streamline business processes and functions to take advantage of best practices through automation, integration, and workflows,
• Minimize multiple sources of data entry,
• Provide a comprehensive toolkit for financial reporting and business processes,
• Improve data quality and integrity,
• Deliver financial information and functionality across the organization, including accurate and upto-date information for budget and spend purposes,
• Provide functionality that will reduce and/or eliminate dependencies on excel, other applications and manual processes,
• Link to HR is my Way or an alternative HR information system and toolkit to enable employees to access/conduct HR reporting, inquiries, requests, and business processes,
• Integrate between source systems (where required) and/or identify potential integration with other systems/software/modules,
• Be a highly intuitive system requiring minimal training from a user perspective to promote system use and productivity,
• Provide a stable, secure, and accessible system, supporting business processes, service delivery and transparency.
- The ideal Proponent will:
• Possess the organizational, functional, and technical capabilities to provide an enterprise resource planning system with the experience, expertise, and qualifications necessary to supply and support the solution,
• Have a robust and proven solution that meets the functions of finance and municipal services (i.e. property taxation, utility billing, and citizen self-service).
• Have an ongoing and sustainable product and corporate strategy to avoid obsolescence, commitment to investment in software development, product development and technology improvements, and client focus, continuous improvement,
• Have a focus on not just implementing products, but in developing a business partner relationship with clients,
• Have a satisfied customer base utilizing the solution (including municipal clients),
• Streamlined integration process and experience integrating the solution with other software and/or applications,
• Have strong and solid methodology and tools for all phases of the software implementation,
• Have a qualified and experienced system implementer and project team with municipality specific knowledge and experience, strong systems knowledge, understanding and experience of the proposed system including implementation and capacity to implement the system.
