The vendor is required to provide audit firm of certified public accountants (CPAS) to facilitate an independent assessment of financial statements and single audits, ensuring compliance with regulations, transparency, accountability, and public trust.
- Review but not express an opinion on all other portions of the annual comprehensive financial report (ACFR).
- Express an opinion on the fair presentation of the plans’ statement of net position and fiduciary net position and the related statement of changes in net position and changes in fiduciary net position in conformity with accounting principles generally accepted in the states.
- Auditor must obtain county water’s written approval prior to initiation of additional professional services work.
- Reporting to the CEO/manager are the chiefs of five divisions, including engineering, finance, operations and maintenance, water strategy, manager and staff, and administrative services, as well as general counsel and the internal auditor.
- Expectations of the auditor include:
• Frequent, timely, direct, and open communications about audit developments, difficulties, and other relevant matters.
• Proactive sharing of informal observations and honest assessments of emerging risks within county water based on work performed and internal control testing activities.
• Cordial and professional behavior by audit staff at all times, as well as good partner access.
• Ensuring good staff continuity and depth of knowledge and expertise.
• Providing knowledgeable guidance in preparation for any future upcoming GASB pronouncements, training opportunities for county water, relevant government risks in other major cities, and additional similar insights.
• Adherence to schedule and due dates required by county water.
• Timeliness and responsiveness to county water questions throughout the contract term.
