The vendor is required to provide on-call financial services to perform analysis, planning, and other related services.
- It aims to identify consultants who can offer a range of services to address both current and future study needs, along with additional services on an as-needed basis.
- Consultants will be selected based on their areas of expertise to perform financial services as required, including but not limited to:
• Cost of service analysis
• Comprehensive rate study
• Financial modeling
• Benchmarking and peer comparisons
• Regulatory and policy compliance
• Indirect cost analysis
• Reserve analysis
• Public outreach and stakeholder engagement
• Other related financial services
- Cost of service analysis – Evaluate cost allocation methods to ensure fair and equitable distribution of costs among customer classes.
- Comprehensive rate study - Develop and recommend rate structures that align with industry best practices, regulatory requirements, organization mission, and financial sustainability.
- Financial modeling - Ensure that rates fully account for operational, capital, and debt service costs.
- Benchmarking and peer comparisons – Compare rates with similar organizations to assess reasonableness and affordability.
- Regulatory and policy compliance – Ensure project findings comply with applicable laws, regulations, and industry standards.
- Indirect cost analysis – Review and propose updates to exiting indirect cost policy.
- Reserve analysis - Review and propose updates to exiting reserve policy.
- Public outreach and stakeholder engagement – Provide support in presenting project findings to governing bodies, stakeholders, and the public.
- Other related financial services – Services, analysis, and studies not identified above in support of the financial needs of the organization.
