RFP Description

The vendor is required to provide that fire and emergency medical services for key areas, including stakeholder engagement, liaison activities, wellness and fitness oversight, emergency medical dispatching (EMD)-related duties, and EMS operational management, ensuring comprehensive medical oversight and support for the department’s emergency response and wellness initiatives.
- Emergency medical services (EMS) duties:
• Provide medical direction in accordance with the state medical protocols for emergency medical services, as outlined, for the county’s EMS operational program.
• Provide medical direction and oversight of patient care in the EMS operational program.
• Review and provide direction and oversight of all aspects of the EMS operational program that impact patient care including planning, development, and operations.
• Provide clinical oversight, consisting of the development and review of patient care protocols, quality assurance and quality management activities, as well as clinical training sessions.
• Provide a review and assist in the development of standard operating procedures (“SOP”) for the EMS operational program under the state medical protocols for emergency medical services and emergency medical dispatch clinicians
• The medical director for and assist in the growth, management, and implementation of the county’s public access defibrillator program.
• Assist in updating current and developing new policies and procedures, as necessary, to ensure adequate on-scene medical support and use of incident scene rehabilitation sectors for members during emergency operations in cooperation with the fire/EMS department.
• Provide medical direction and oversee the development of a mobile integrated health/community paramedicine program
• Provide medical direction and oversee development of the tactical emergency medical services (TEMS) program.
• Perform administrative duties such as policy development and updates, budget management and financial oversight, and staff management and performance reviews.
- EMS licensure, certification, and credentialing services
• Provide timely approval of applications to the national registry and for new and renewal licensures and certifications of EMS clinicians with the assistance of the EMS training coordinators.
• Provide credentialing of EMS clinicians to affiliate them as EMS clinicians for the county
- EMS quality assurance and code compliance services
• A comprehensive quality assurance plan covering all aspects of EMS patient care under comar
• Provide oversight and guidance to the fire/EMS department quality management office.
• Review on a weekly basis (or more frequently, when necessary), any issues regarding emergency care procedures and medical protocols, and make recommendations to the appropriate agency for remedial actions, when necessary.
• Provide program development assistance to the fire/EMS department quality assurance office.
• Ensure the fire/EMS department is operating in compliance with comar 30.02.05.
• All applicable laws and regulations pertaining to EMS delivery in the state.
• Assist in developing and achieving the quality assurance goals of the fire/EMS department.
• Evaluate and review EMS clinicians on a case-by-case basis with the designated fire/EMS department quality assurance/quality improvement representatives.
- EMS training and communication services
• The contractor shall supervise, review, and participate in medical training for EMS clinicians to include, but not limited to remedial and continuing educational programs with the goal of improving service delivery and credentialing programs for EMS clinicians.
• The development of medical and administrative training plans necessary for EMS clinicians to become credentialed as EMS clinicians for the county
• Provide direction and direct supervision for the training and leadership academy’s basic and advanced life support training center including without limitation the following duties:
i. Active involvement in the planning and delivery of ACLS, PALS, and BCLS courses meeting american heart association (aha) guidelines.
ii. Ensure that quality instruction is provided in accordance with current aha guidelines.
iii. Evaluation and review of the training center program and the certification process on an ongoing basis with designated fire/EMS department representatives.
iv. Serve as the course director for ACLS, PALS, and BCLS courses conducted for the fire/EMS department clinicians as needed in a calendar year, in compliance with and as required by the current training center standards.
• Identify and review all training programs designed for physicians that operate.
• Provide physician oversight to EMS quality management office personnel
• The development and delivery of specialized training programs to EMS clinicians
• Promote and coordinate the medical aspects of any special research or pilot programs for the pre-hospital EMS program, as directed.
• Provide consultation and guidance for the department’s infection control and bloodborne pathogen program as required by the national fire protection association 1581 - standard on fire department infection control program
- Emergency medical dispatch (EMD) duties:
• Provide medical direction and oversight of patient care in the EMD operational program.
• Review and provide direction and oversight of all aspects of the EMD operational program that impact patient care including planning, development, and operations.
• Review and assist in the development of standard operating procedures for the EMD operational programs under for emergency medical services and emergency medical dispatch clinicians.
• The training and performance of personnel at public safety communications (PSC) relating to the EMD operational program.
