The vendor is required to provide for multiple government relations firms to develop and execute a comprehensive government affairs strategy to advocate and advance funding requests for city priorities through the congressional annual appropriations process and federal competitive grants.
- Services include:
• Advocating for the city at the state and federal levels;
• Develop and implement a comprehensive government relations strategy aligned with the city's priorities and strategic plan;
• Monitor, analyze, and advocate for or against legislation impacting city;
• Establishing and maintaining relationships with key legislators and government officials;
• Serve as liaison between the city and key members of the new jersey congressional delegation, house and senate committee staff, and key executive branch grantor agencies on major infrastructure projects and high priority projects for the city;
• Provide proactive expertise and strategic guidance on a broad range of legislative and policy issues that may directly or indirectly affect the city;
• Monitor regulatory developments and advocate for city interests in relevant regulatory processes;
• Regularly update city on legislative and regulatory issues relevant to its interests.
• Track and review press releases, informational bulletins, and other important information released by the federal governments and their agencies;
• Monitor bills that may impact the city’s interests and priorities and provide interpretation and analysis of bills to city staff and officials;
• Advocate for city funding in the federal budgets, through grants and legislation, and through any other appropriate means;
• Evaluate city needs and priorities to secure funding through the federal appropriation process;
• Assistance in drafting white papers, any required member forms, and other briefing materials in support city appropriations request;
• Provide ongoing advice, counsel and status reports relative to the request and appropriation process;
• Assist the city with grant consulting and procurement services based on current and upcoming needs and priorities;
• Research, identify and track federal funding opportunities that align with the city’s priorities and need;
• Assistance with the development, preparation, writing, editing and submission of competitive grant proposals, including all required forms and budget components;
• Assistance with grant reporting;
• Work with congress and the administration to potentially create new funding opportunities;
• Provide regular updates and reports on lobbying activities, outcomes, and upcoming challenges.
• Provide regular updates regarding grant opportunities available to the city.
• Attend bi-weekly meeting with the city's team to discuss pertinent city initiatives, goals, and legislation;
• Arranging calls and meetings with relevant officials at state and federal agencies to discuss proposed projects and specific questions, and follow up as needed;
• Provide the city staff with monthly written summary of legislative activities on behalf of the city;
• Any other tasks not listed, but necessary to complete in order to advance the city’s strategic plan and legislative agenda, and make recommendations.
