The vendor is required to provide 1GPA cooperative members with grant consulting and other research services as needed.

1. Funding need analysis
• Identify agency needs, funding priority areas and goals
• Provide ongoing assessments of changes in funding priorities, with regular updates to members
• Identify potential grant partnership opportunities with other agencies
• Assess member capacity to pursue and manage grants effectively
2. Grant funding research
• Research and analyze federal, state, foundation, agency and other grant opportunities
• Conduct competitive assessments, including analysis of past grantees and potential applicants
• Provide funder profile reports including eligibility requirements and funding priorities
• Monitor and recommend emerging funding opportunities aligned with member goals
3. Grant application and proposal development
• Provide full or targeted support in developing and submitting grant applications/proposals
• Develop a grant application schedule aligned with member goals and capacity
• Draft and finalize grant applications/proposals
• Review, critique and provide editing support for member-created grant applications/proposals
• Provide coaching and technical assistance to help members articulate project goals, key components and measurable outcomes
• Identify areas of weakness that require additional supporting evidence
• Submit applications to funding sources and track submission progress
• Assist member with grant application renewals as needed
• Review and redevelop declined proposals with recommendations for improvement
