RFP Description

The vendor is required to provide comprehensive grant writing and development, grant research,
grant training, and grant administration services.
- Provide post-award grant administration and compliance services to ensure successful project implementation, reporting, and fund utilization.
1. Grant writing and development
• Write and prepare competitive federal and state grant applications, including narratives, budgets, and supporting documentation.
• Ensure timely submission of applications.
• Collaborate with county departments to gather necessary data and information for applications.
• Establish relationships with agency staff to grasp their criteria for award-worthy grant applications.
• Collaborate with county staff to manage the application progress and compose the actual grant proposals.
• Review the notice of funding opportunity (NOFO) for grant-scoring criteria in the application.
• Provide multi-level editorial inspection of grant proposals to ensure compliance, clarity, and cohesiveness.
• Check grant budgets for cost-effectiveness and accuracy.
• Assist in finalizing the grant proposals with departments for submission.
2. Grant research
• Identify new federal and state grant opportunities that align with the county’s strategic priorities and gauge for both eligibility and competitiveness in anticipation of the release of a NOFO.
• Prepare a federal funding strategy that results in an action plan for the purpose of reviewing and assessing upcoming federal funding opportunities.

3. Grant training
• Provide training and technical assistance to county staff on best practices in grant administration as requested during the year.
• Provide training on new grant federal and state regulations to county staff as requested during the year.
4. Grant administration for new awards
• Assist with post-award grant management, including compliance with federal, state, and local regulations.
• Assist with monitoring grant-funded programs to ensure adherence to the scope of work, timelines, and budgets.
• Support departments with financial reporting, performance metrics, and audit preparation.
• Assist with ensuring the county is in compliance with all specific measures indicated in the nofo by the funding agency.
• Conduct subrecipient monitoring as required.
• Comply with all internal county grant processes and administrative regulation 6.15 (federal and state grant application, approval, procurement, and management process).

• Provide a list of grant opportunities relevant to county and department priorities, with timelines for application deadlines, as needed.
• Fully develop and compile grant applications for county departments that would like assistance in applying for grants.
• Provide documentation of grant writing and submission processes for internal use.
2. Grant research
• Provide email summary of NOFO with any backup information and reports on requested grant related research.
• Annually prepare the federal funding strategy that results in an action plan.
3. Grant training
• Provide a minimum of two (2) one-hour training sessions during the year on grant management, compliance, and/or new grant federal and state regulations.
• These trainings can be in person or video conference.
• Prepare materials and presentation slides to be distributed as necessary for training.
4. Grant administration for new awards
• Submit quarterly progress and compliance reports for all awarded grants consultant is managing, or as updates are necessary.
• Submit financial reports tracking grant expenditures and ensuring proper use of funds for the grants the consultant is managing.
• Provide assistance with final closeout reports for awarded grants and ensuring compliance with all regulatory requirements for the grants the consultant is managing.
- The county has over 8,000 employees and currently manages a robust portfolio of grant-funded projects across various departments, with over $550 million in the grant budget.
