RFP Description

The vendor is required to provide proposals from qualified individuals or firms with expertise as a consultant in grant writing and proposal development.
- The consultant will also provide grant management technical assistance and consultation and special project management services as needed.
- Working directly with the agency grants manager and director, the consultant will facilitate using a lifecycle management approach to grant management, developing, and implementing processes and infrastructure to manage grant proposals from the beginning, or 'pre-award,' stage of a project to implementation, or 'post-award, through the termination, or closeout, of an award.
- This is a remote position that does require on-site meetings, especially when working on proposals, technical assistance on grant management, etc.
- Grant proposal writing
• Reflects agency vision and input
• Maintains organized files and drafts of work in appropriate locations
• Provides coordination and oversight, in collaboration with a designated member of bhs program staff, of the entire grant-writing process
• Identifies and develops program team, subject matter experts, and partners to brainstorm strategy and approach
• Create grant schedule identifying opportunities for future funding.  
- Grant management technical assistance and consultation
1. Project support
• Support agency grants manager and director as the main point of contact for grant-funded project oversight
• Provide guidance on the completion of required reporting and documentation
•  Provide training and technical assistance as needed
2. Post-award activities
• Operate as the grant budget manager for select grants.  in this role, maintains responsibility for grant-funded working budgets to support fiscal compliance and oversight
• Work in collaboration with agency grants manager and director to provide training and technical assistance to transition grant budget manager to agency grants for select grants.  
3. Contract deliverables
• Training and consultation for agency grants manager and director as needed. assistance in design and implementation of a grant management infrastructure for agency.
- Payment structure
• Hourly rate of $170/hr.
• Time period January 1 – December 31, 2026 (52 weeks). maximum contract amount = $203,400
1. Grant management technical assistance and consultation
• 6 - 8 hours/week
• Range: $1,020 - $1,360 /week  
2. Grant proposal writing
• 8 - 25 hours/month
• Range: $1,360 - $4,250 /month
• Bonus pay = $5,000 if proposal results in grant award ($1,000,000 or greater)
3. Project management – special projects
• 8 - 10 hours/month
• Range: $1,360 - $1,700/month
- Requirements
• 5+ years of experience with grants administration and/or compliance (government grant experience required; federal grant experience desired)
• 10 years of proposal related experience with state and federal governments, and non-governmental funding sources
• Experience with federal OMB (office of management and budget) circulars
• Strong project management and time management skills
• Proven win rate with large complex bid responses.
• Doctorate preferred.
