The vendor is required to provide provides comprehensive, high-quality, and cost-effective benefit plans and programs that deliver maximum value to the county, its employees, and retirees.
- Proposals, negotiations, reporting, and performance measurement
a. Reporting & performance measurement
• The consultant will be responsible for the collection, reporting, and analysis of plan data, which are essential to evaluate and compare the county’s plans and providers against industry standards, competitors, and best practices.
• The consultant will provide an annual assessment of the county’s health and welfare plans using performance management tools, reporting on the extent to which long-term objectives are being met.
b. Negotiations
• The consultant will assist in preparing various materials needed for both current and new provider negotiations, as well as benefit-related matters for labor negotiations.
• This includes, but is not limited to, cost estimates for new or upgraded benefit programs, rate calculations, and the development of written materials such as analyses, summaries, and graphs/spreadsheets.
- Legislative support
a. Updates on legislation
• The consultant will provide regular updates to county staff on changes in state and federal laws and regulations, including those related to tax law, using methods such as newsletters, memos, or briefs.
b. Analysis of legislation
• The consultant will assess the impact of proposed and current legislation and regulations on the county’s benefit programs and make recommendations for modifications to ensure compliance.
c. Recommendations on legislation
• The consultant will provide recommendations on the county’s position regarding pending legislation and regulations and suggest necessary changes to county programs in response to new legal requirements.
- Attendance at meetings and presentations
• The consultant will be available to meet with county staff and attend meetings, presentations, and negotiation sessions as requested.
• The consultant may also be asked to conduct formal presentations to various stakeholders, including the board of supervisors (board), county administrator’s office (CAO), employee groups, and other groups specified by the county.
- General consulting on administrative procedures and benefit plan concepts
• The consultant will be available to assist county staff with technical issues that arise in the administration and processing of the county’s benefit programs, providing advice and guidance as needed.
- Health and welfare programs administered by employee benefits center (EBC):
a. Health insurance:
• Six fully insured health maintenance organization (HMO) plans and one preferred provider organization (PPO) plan for active employees.
• A senior advantage HMO plan for medicare-eligible retirees, with early retirees blended into the active HMO plans.
b. Dental insurance
• A self-insured PPO dental plan and a fully insured DHMO prepaid dental plan.
c. Vision insurance
• Two voluntary vision plan options for employees, spouses, and dependents.
d. Life insurance
• Basic life insurance.
• Voluntary supplemental life insurance for employees, spouses, and dependents.
• Voluntary accidental death and dismemberment (AD&D) insurance for employees and families.
e. Voluntary short-term and long-term disability insurance
• Health care flexible spending account (FSA).
• Dependent care assistance program (DCAP)
• Adoption assistance program.
• Transit and parking pre-tax benefit program.
• Premium only plans (non-management).
• Premium conversion for:
o Medical plans
o Vision plans
o Supplemental life plans
o Supplemental AD&D plans
f. Voluntary benefits
• Critical illness, accident, and hospital indemnity insurance.
• Prepaid legal plan.
• Long-term care protection plan.
• Identity and fraud protection.
• Pet insurance.
g. Wellness and disease management programs.
