The vendor is required to provide from qualified vendors to migrate the county’s existing Tyler technologies digital health platform to Tyler technologies’ environmental health platform, or to an equivalent environmental health system that fully satisfies the functional, technical, and regulatory requirements outlined in this solicitation.

• Animal bite reporting and tracking
o Public-facing online submission form
o Internal case management, inter-agency coordination
• Restaurant permitting
o End-to-end application and renewal workflows
o Online public access to forms, permit requirements, and statuses
o Inspection, review, and automated issuance
• Petroleum bulk storage (pbs) oil tank tracking
o Registration of new and existing tanks
o Inspection scheduling, results logging
o Alerts for compliance deadlines and violations
o Real-time field reporting with mobile device support
3. System functional requirements
• Workflow configuration
o Must allow county staff to modify routing, rules, and task dependencies without vendor support
• Mobile field inspections
o Real-time and offline inspections via mobile devices (tablets/smartphones)
o Photo capture, condition reporting, digital signatures
• Public-facing forms and portals
o Secure, mobile-responsive forms accessible through the county website
o Must meet WCAG 2.1 accessibility standards
• Permit issuance
o Auto-generated certificates upon approval
o Template management and renewal tracking tools
4. Training, support, and go-live assistance
• Administrator and end-user training (remote or onsite as approved)
• Configuration coaching for new programs
• Go-live support and post-launch stabilization
• Defined support channels and ticket escalation process
• Maintenance updates must include regulatory compliance enhancements.
