The vendor is required to provide homeless consultant services for research and analysis to include but not limited to:
a. Comprehensive needs assessment
• Conduct a full review of the current services provided or coordinated by the homeless services department.
• Gather qualitative and quantitative data on the needs of homeless individuals within the city.
• Engage with service providers, and individuals with lived experience to inform findings.
b. Program mapping and resource inventory
• Identify and compare our existing programs and services with the services and programs currently available in the area, including those offered by community partners, nonprofits, and other government agencies.
• Determine which populations these programs serve, their accessibility, and eligibility requirements.
c. Gap analysis and comparative assessment
• Assess how our current services align with the needs of the chronically unsheltered population within the city.
• Identify service gaps, duplication, and inefficiencies.
• Compare city approach with models and best practices from similar jurisdictions or communities.
d. Recommendations and strategic guidance
• Provide clear, actionable recommendations for improving the city’s available homeless services, resources and programs.
