RFP Description

The vendor is required to provide the housing study for county is an assessment to document the continuing need for housing rehabilitation in the county, to identify the location of houses requiring rehabilitation, and, to the extent practicable, determine the nature of repairs needed.
- The services of a consultant to complete the following:
• Update the county’s 2006 substandard housing study
• Analyze current demographic, economic and housing market data in county
• Provide a detailed household and housing demand forecast for the county to the year 2050
• Identify current programs and funding sources to improve the county’s housing stock; and
• Provide recommendations that will allow the county to develop an overall housing program to improve the county’s stock and provide a greater supply of affordable housing.
1. Phase one
• Exterior windshield survey of each housing unit in county, including all municipalities, except the city.
• Identify substandard units as evidenced by the condition of the roofs, exterior wood/siding, windows, and doors.
• Produce analysis of results from exterior windshield survey.
• Produce a point map location of all identified substandard units.
2. Phase two
a. Market analysis
• Economic feasibility of inclusionary zoning
• Cost to produce affordable housing vs. workforce housing vs. market rate housing; categorize by rental and homeownership
• Household type
• household size
• Income limits
• Projected market demand for affordable housing market rate; categorize by rental and homeownership based on same as above
• Existing market supply for affordable housing rental vs. homeownership
• Projected market supply for affordable housing rental vs. homeownership
• Projected market supply for workforce housing
• Analysis of demographic, socio-economic and geographical data
• Provide a detailed household and housing demand forecast for the county to the year 2050 3. Phase three
a. Final report
• Tabulation and overview of findings
• Implications and explanations of findings
• Identify current programs and funding sources to improve the county’s housing stock
• Provide recommendations that will allow the county to develop an overall housing program to improve the county’s housing stock and provide a greater supply of affordable and workforce housing.
