RFP Description

The Vendor is required to provide the software licenses and professional services necessary to successfully implement the city’s new human machine interface (HMI) architecture.
- The operator shall be able to request alarm tabular listings chronologically or by priority, acknowledged, unacknowledged or both.
- The software shall support remote alarm notifications.
- The software shall be capable of being used with cell phones (calling and/or texting), landline phones, network email and most wireless communications.
- The software shall communicate directly with the database. It shall come equipped with security options.
- The software shall provide real-time alarm notification over speakers, email, calls, and text.
If remote alarm notification is not built into the HMI software, the system shall have a configurable interface to a 3rd party remote alarming system.
- No custom programming or scripting shall be required.
- The software shall provide a user based security system.
- The security system must allow for the creation of users with certain rights and/or privileges.
- These rights must include the ability to run any combination or all of the applications in the data acquisition system.
- The ability to allow or disallow users' access to change values, such as set points and machine-setups, on an individual tag basis shall be supported.
- User accounts shall be centrally managed and stored and shall transfer between plant locations.
- The system shall provide an automatic log out when a user has been inactive for a selectable time period.
- The system shall allow graphics screens with real-time data to be viewed even when no user is logged in.
- This feature shall not require additional scripting.
- The system shall provide complete documentation, accessible offline in electronic format.
- It shall include installation guides on setting up and installing all aspects of the HMI system, explicit configuration documentation covering how to configure the HMI, including creating displays, setting up alarms, configuring data logging, and other customization options, explicit troubleshooting documentation helping software users identify and resolve common issues, documentation for use of provided diagnostic tools and interpretation of results, explicit tag DB documentation on tag structure, data points, and variables used in the HMI, and explicit security documentation detailing best practices including user access control, authentication methods, encryption, and compliance with cybersecurity standards.
- Support contract options shall be available that include:
• 24/7 online support for critical issues
• Unlimited access to knowledgeable support team with HMI experience during normal business hours
• Remote support for faster issue resolution.
- The trending system shall be able to store tag values for 2000 or more analog tags and 2000 or more digital tags, scanned every minute for a period of at least 100 days.
- The system shall support data buffering so that no data is lost when a failure occurs between the historian and the server.
- The status of which node is the active server shall be available to display on the graphics screen in a similar fashion to other signals.
- The system shall have the capability to replicate the agency database from the primary to the backup server without user intervention.  
- This feature shall be configurable as an option within the system and not require additional scripting.
- The new HMI software, the software supplier shall provide HMI software fundamentals training for five (5) city staff and HMI software administrator training for four (4) city staff.
