RFP Description

The vendor is required to provide the current organizational structure of its information systems and technology-related functions and make recommendations that will enhance information systems and technology operations for current and future needs.
- The consultant will conduct an organizational structure and staffing assessment and provide recommendations and action steps to move toward reaching the following goals:
• Adopting a systems approach which facilitates alignment of technology related functions in the organization and addresses the complex interrelated challenges across departments
• Becoming a technology first organization, adopting an agile approach to evolving technologies such as AI
• Providing information systems and a technology infrastructure which responds to and supports the organization’s objectives
• Creating a culture of innovation and learning
• Providing maximum leverage of technology investments.
- Through this assessment, the organization aims to enhance internal unity, align its operational practices with its values, lay the groundwork for future stages of organizational growth and ensure support for each program area, recognizing that each program has unique needs.
i. Discovery services
• Examine the organization’s information systems and technology architecture including overarching strategy, governance, organizational structure, cross-functional frameworks, capacity, skills and culture.
• Gather insights from key internal stakeholders, reviewing existing organizational frameworks and functions being performed.
• Conduct a strengths, weaknesses, opportunities and threats analysis.
• Identify existing organizational priorities.
• Assess interdepartmental collaboration. ii. Critical analysis; review and provide analysis of county’s current information systems and technology organization and compare to relevant best practices.
iii. Recommendations and action steps; the assessment should:
• Provide a report of the current state of the organizational structure, strategy, governance, cross functional frameworks, capacity and skills of its information systems and technology related functions, how it rates to industry standards and best practices.
• Identify gaps and areas of opportunity and provide recommendations and action steps for the county’s direction in meeting the goals identified.
• Provide an optimal organizational model with recommended organizational structure of information systems and technology functions.
• The assessment should also provide pros and cons of various options, including potential costs if available.
