The vendor is required to provide investment management services for an actively managed international equity mandate.
- The contractor shall be registered as an investment advisor under the investment company act.
- The contractor’s assets under management (aum) must be at a minimum $5 billion.
- The contractor must be able to manage tax exempt, non-retirement assets
- The department utilizes northern trust investment services as their custodial bank.
- Provide all reporting, and perform all financial transactions through department custodial bank online performance portal and not directly with the department.
- The investment committee or to the investment advisor at least once a month and, as needed, to review performance of the fund and changes in protocol team
- The investment committee’s investment advisor any information necessary for the conduct of their responsibilities to the committee including final asset and transaction statements within thirty (30) days of the quarter end.
- Provide a strategy liquidity to be withdrawn on a monthly basis, if not more frequently.
- Provide monthly performance report to the investment committee, its investment advisor and its custodial bank.
- Special fund investment committee
• The committee shall prescribe by rule investment policies and supervise the investment activities of the special fund.
- Investment advisor
• The advisor shall assist the committee in identification of investment objectives, investment constraints, and asset mix for the special fund portfolio.
• The advisor shall also assist in the periodic re-balancing of assets and investment mix
- Chief financial officer
• The chief financial officer shall monitor adherence to this policy and provide regular status reports the committee.
