RFP Description

The Vendor is required to provide a new commissary system which shall be a web-based solution to provide the core business functions to manage all aspects related to commissary for the county jails such as ordering and receiving commissary items; managing inventory and vendors; receiving, processing, filling, and shipping inmates orders; charging for issued items to appropriate inmate accounts; accounting for all receipts, issue and return of items etc.
- This system shall interface with a chosen vended jail management system (JMS) and its money module, along with a migrated county system (modernized from power builder to a .net, angular front end with a SQL server backend) that supports various other county functionalities via an azure based integration platform.
- General solution requirements - encompasses overarching necessities such as basic system functionality and usability.
- Notifications/reminders/to-do lists - keeping users informed and organized, enhancing productivity and task management.
- Calendars - visual representation of schedules and events, facilitating efficient planning and coordination.
- Alerts, flags, & indicators - essential tools for highlighting urgent or important information, enabling timely action and decision-making.
- Audit trail and system logs - maintaining accountability and security, allowing for the tracking of user actions and system activities for compliance and investigative purposes.
- Commissary provides inmates with the opportunity to purchase health, hygiene, and snack food products from an established inventory.
- Staff will process commissary orders in a timely and accurate manner while maintaining security and safety of inmates.
- Pick lists based on inmates’ cell location and restrictions etc. are created by commissary staff for processing orders in the production line.
- Orders are filled after successful processing ensuring inmates’ accounts have sufficient balance.
- Welfare items like paper envelopes and stationery are also filled for eligible inmates.
- Any unscheduled sales e.g., reception kits etc. are processed using this feature after searching for details of concerned inmates.
- The commissary is also responsible for the preparation and offering of admission kits to be provided in the booking area to inmates being sent to housing units.
- All financial transactions for inmates can be viewed on the commissary screens to help process and approve orders based on their outstanding balance and account history.
- All housing, classification, charges, discipline, jail incidents, medical, food restrictions, and demographic information related to inmates is available for the commissary system users to track the inmates and process their orders as per jail guidelines.
