RFP Description

The vendor is required to provide that laboratory testing services shall include: acute and chronic biological testing, metals, cyanide, volatiles, semi-volatiles, Total Suspended Solids (TSS), Total Toxic Organics (TTO), combined metals, digested dewatered sludge composites, oil/grease, nutrients and bacteriological.
-General requirements
•The successful offeror(s) shall:
oHave at least one (1) laboratory testing facility located within a 35-mile radius of the department of public utilities, water reclamation facility located.
oBe a fully outfitted company with appropriate national and/or state accredited analytical certifications capable of performing any and all work normally encountered in the provision of services listed.
oAward will not be made to a company if it is found, in the sole opinion of the county, that it does not have the proper certifications or the capacity to perform in a satisfactory manner.
oAfter the award of a contract, the successful offeror shall not sublet any portion of the work; the contract will hereby become non-assignable.
•Specifications
oThe services that will be provided by the successful offeror shall include: acute and chronic biological testing, metals, cyanide, volatiles, semi-volatiles, total suspended solids (TSS), total toxic organics (TTO), combined metals, digested dewatered sludge composites, oil/grease, nutrients and bacteriological.
oThe frequency and number of samples will be based on state department of health requirements and the estimates included
oThe sampling requirements for each facility are outlined in their respective department permits.
oThe frequency, milestones, and criteria are considerably different for each facility and may change and/or vary with the reissuance of department permits during the contract period.
oAs outlined by department permits, the test protocols and use of alternative species for biological testing shall be approved by the department prior to the initiation of testing.
oThe requirements for the industrial pretreatment program are outlined by department permits.
oThe estimates for the type of analysis required and the number of analyses per year are included
oAdditional samples may be taken throughout the year in response to grease blockages, sewer overflows, customer complaints, and/or other pollution events, releases, or investigations.
oStormwater management program (VSMP) permit administered.
oThe specific requirements for the sampling program are outlined in the county’s VSMP/ms4 permit.
oOn occasion, additional samples may be taken during the course of the year in response to pollution events, releases, or investigations.
