The Vendor is required to provide a modern contractor-provided, cloud-hosted, message switch system (MSS) and hot file system (HFS) solution for department.
- 24/7 access to data to users throughout the state regarding the status of:
• Stolen property
• Wanted or missing persons
• Sex offenders
• Protective orders
- Enables implementation of state-of-the-art MSS/HFS applications and workflows including integration with several other systems.
- Enables the incremental enhancement/addition/replacement of all applications and workflows for any added functionalities made available by the institute, and interstate identification index (iii).
- Allows selection of best-of-breed applications from the responses, providing use of non-proprietary database software where possible, and open-standards application software interfaces.
- Stores hot file data that enables online inquiries and reporting based on available demographic or identifying numbers, preferably in a non-proprietary format.
- Is sized for growth based on variable factors including population, crime rate, and legislative changes.
- Uses already-developed software with minor configurations.
- Provides configurable administrative controls.
- Manages the orchestration and transaction integrity of all sub-components of the MSS/HFS solution.
- Provides efficient and cost-effective storage and retrieval.
- Detects and notifies when systems, applications, or networks are interrupted, significantly degraded, or when there is a loss of power.
- Provides an operational disaster recovery feature, with a 1-hour time to recovery or better and a recovery point objective of near zero.
- Provides for migration of MSS/HFS data from the legacy system.
- Migrates user and agency profile information from the legacy systems.
