The Vendor is required to provide municipal financial advisory services at its two airports that are located in state.
- Assist staff with new money and refunding bonds, including but not limited to financing structure, review of underwriter proposals, assistance with preparation and review of related documents, and coordination of the financing schedule.
- Assist staff with rating agency outreach and review of rating proposals
- Develop and advise on plans and methods of financing ongoing and projected capital programs.
- Evaluate interest rate risk exposure and advise on risk mitigation strategies.
- Coordinate and contract with miscellaneous service providers (e.g. printers, verification agents).
- Provide strategy and support in engaging rating agencies and investors to help ensure a successful marketing, sale, and issuance of bonds.
- Monitor and evaluate investment banks’ marketing, pricing and closing of transaction to be summarized in a follow-up analysis of the final sale.
- Provide market updates (including tax-exempt and taxable markets, fixed-rate and variable rate markets) and on-going analysis of current and upcoming trends and events in these and related matters.
- Provide review and evaluation of refunding opportunities, financing/settlement transactions, and investment strategies for bond proceeds and funds held in escrow.
- Keep staff informed of key rating topics in between transactions.
- Update debt service schedules by capital improvement project for rates and charges calculations
- Assist staff with stand-alone customer facility charge (CFC) and passenger facility charge (PFC) financings.
- Perform other tasks and assume other responsibilities that are required and requested by agency that are consistent with the issuance and analysis of debt.
- Services to be provided on an ongoing and as needed basis
• Provide interpretation and evaluation of economic influences and regulatory actions affecting agency .
• Provide advisory and support services to staff on alternative financing vehicles, tenant financing, and 3rd party development transactions.
• Assist in periodic reviews and the development of request for proposals for the selection of trustees, credit facility providers, re-marketing agents and commercial paper dealers for agency variable-rate debt instruments.
• Assess emerging financing structures and relevant capital market trends to assist staff in developing strategies for future transactions.
• Act as an expert witness before governmental bodies, organizations or public forums on behalf of agency .
• When requested by staff, provide review of proposals from the financial community.
• Assist in the selection of underwriters for inclusion in agency underwriting pools.
• Evaluate the effectiveness of existing financial plans.
• Monitor and make recommendations on investments held by bond trustees.
• Assist in review of concession opportunities, cargo redevelopment, and other commercial transactions.
• Review and provide recommendations related to existing financial policies.
• Perform other tasks, studies and surveys and assume other responsibilities that are required and requested by agency that will maintain financial standards consistent with similar airports.
