RFP Description

The vendor is required to provide that staffing services for personnel to support operations.
-augmented staff to ensure continuity of facility operations and demonstrate its past ability to support similar operations in the region
-Able to demonstrate that they are currently supporting power plant / steam plant operations in the southeast region and have the regional depth in the area to interface regularly with our facilities, check on their personnel, and conduct planning and update meetings with the university facilities as necessary and as requested by the university.  
-Personnel support, and care: supplier will have responsibility for developing and implementing a plan to maximize personnel retention ensuring continuing operations of the university cogeneration facility and manning drive steam plant throughout the contract period.  supplier’s proposal must set forth its plans for the following:
•Maximizing retention of employees throughout contract period.
•Communication plan to employees and university management.
•Implementation of employee satisfaction program measures.
-Contract employees must have experience pertaining to the university’s position descriptions.
-Vendor to ensure all employees receive job specific training within 90 days of starting work.
-Vendor to provide the skill sets for labor categories listed below:
•Control room operators
•Auxiliary (field) operators
-Personnel work shifts will include a 24/7 rotation for shift work, nights and weekends for the regular pay shifts.
-Vendor’s personnel must observe the university’s recognized holiday schedule.
-The vendor must provide itemized costs for all items invoiced.  including examples of a billing period for each labor category as well as anticipated total expense for the first year of contract.  
-The vendor shall use the university start / stop days and hours for the beginning and end of a work week for overtime calculations.
-The vendor must demonstrate ability to provide a robust training program designed to maintain plant operations and safety, and integrate vendor employees with university employees.  
-The university may request training program expansion or implementation during contract period if the university deems it necessary.  
-The vendor’s submittal shall demonstrate how the vendor’s training program is typically structured and priced, such that the university can select options as appropriate.
-The details below must be provided to the state:
•Any criminal felony conviction, or conviction of any crime involving moral turpitude, including but not limited to fraud, misappropriation or deception, of vendor, its officers or directors, or any of its employees or other personnel to provide services on this project of which vendor has knowledge, or provide a statement that vendor is aware of none;
•Any criminal investigation for any offense involving moral turpitude, including, but not limited to fraud, misappropriation, falsification or deception pending against vendor of which it has knowledge, or provide a statement vendor is aware of none;
•Any regulatory sanctions levied against vendor or any of its officers, directors or its professional employees expected to provide services on this project by any state or federal regulatory agencies within the past three years or a statement that there are none.  as used herein, the term “regulatory sanctions” includes the revocation or suspension of any license or certification, the levying of any monetary penalties or fines, and the issuance of any written warnings;
-Contract Period/Term: 1 year
