RFP Description

The vendor is required to provide parking enforcement services solution a vehicle(s) for enforcement including all necessary computers, license plate reading cameras, vehicle badging and other necessary equipment or enhancements to perform the services requested.

- Utilizes well-developed programs/practices using a proven hardware/software configuration that result in efficient, effective and consistent parking enforcement services solution, including (but not limited to) comprehensive processes for:

• Citations and warning notices - methods of issuance (written/electronic) and record keeping

- Video/photo collection device to document violation (picture of plate, sign, back of sign, parking in bike lane, distance from sign/hydrant/crosswalk/driveway/etc.)

• Ability to store this evidence in compliant platform.

- Ability to work with the municipal court to share citation information and provide reports.

• citation should have at a minimum: registered owner information, vehicle description (make, model, and color), license plate or vin number, date and time of violation, location of violation, date of ticket, and picture of violation as an attachment.

• Customer issues/feedback

• permit application management

• Quality control: monitoring citations on a regular basis to ensure completeness, and accuracy

• coordination with police department for situations questioning whether citations should be issued or when towing is necessary; the goal for citations is to use the same standards for enforcement whether it is done with an officer or parking contractor.

- Citywide parking enforcement

General monitoring throughout the city limits: monitoring of focus areas (crosswalks, stop/yield signs, bike lanes, signed no parking areas) and reroute monitoring of other no parking areas.

- It is anticipated that the contractor will initially spend about 25 hours per week on parking enforcement citywide.

- Additional enforcement throughout city limits: monitoring based on known events or issues that arise during the year: (replaces some general enforcement for that week)

• Big bash (4th of July celebration)

• Cider days at Heritage Park

• State track meet at stadium

• Parking by high schools for the first couple weeks of the school year.
