RFP Description

The vendor is required to provide to implement a hybrid solution incorporating Pexip infinity and video interoperability.
- Pexip’s video infrastructure streamlines and secures existing hardware, which includes poly video teleconferencing (VTC) devices, via path GTL proprietary tablets, as well as desktop (WEBRTC) and mobile applications to facilitate customized video experiences, department is focused on addressing immediate challenges related to interoperability and workflow simplification, while also establishing a solution that supports scalability and future growth.
- Top-priority objectives:
• Seamless interoperability is achieved through certified google meets, microsoft cvi and tailored workflows that integrate existing hardware, including poly video tele-conferencing (VTC) devices and via path GTL devices proprietary android tablets, as well as desktop (WEBRTC) and mobile platforms.
• Enhanced user experiences and meeting outcomes are facilitated by branded, dependable, and high-quality video conferencing solutions that ensure a consistent and straightforward joining process.
• The video infrastructure offers a sustainable solution for existing hardware encompassing poly video tele-conferencing (VTC) devices and via path GTL proprietary android tablets, along with desktop (WEBRTC), and mobile options. this infrastructure allows for the expansion of the video eco-system, integration of third-party solutions, and the development of new and valuable video services as needed.
• Deployment options are highly secure, utilizing a distributed multipoint architecture that ensures complete data sovereignty, redundancy, and opportunities for growth.
• Management tools have been simplified to minimize expensive trouble tickets, facilitating connections for inmates to essential services and resources.
- Requirements
• The solution should be strategically implemented as software as a service (SaaS), selfhosted, or on-premises (on-prem) at the OIT data center.
• It must accommodate an initial capacity of fifty simultaneous calls and provide opportunities for long-term growth.
• Vendor requirements (Pexip certified partner).
o Assign a main point of contact for the contract term, execute contract requirements, provide pricing, and renewal services as needed.
o Assign a main contact and support number for on-going project questions and support.
o Take first call if needed to escalate support requests to the manufacture.
o Vendor must be microsoft certified and authorized partner (azure), Pexip certified and authorized partner, and have a regional office(s) in the country.
o Department staff will escort the vendor during the installation of video communication equipment at the premises.
o If on-site access is unavailable and remote installation and maintenance are possible, the vendor is obligated to submit a contractor security clearance application.
o The vendor will be required to become familiar with each facilities availability, the facility’s layout, all security requirements, vehicle access, fire extinguishers and/or fire hose locations, as well as facility exits.
o The vendor must collaborate with all individuals or organizations that may be present in the same location at roughly the same time.
• Manufacturer requirements
o Manufacturer will provide direct engineering support and on-going services, to include leading the implementation through project acceptance.
o The manufacturer will assign a lead engineer (le) as the project lead for installation, testing, and cut over.
o Manufacturer will provide all work remotely.
o Manufacturer will be required to provide remote training for the core platform and advanced features
o To include moves, adds, changes, troubleshooting, administrative tools, and other workflows.
o The manufacturer’s direct support will be an on-going resource for the term of the contract for the vendor and department and OIT.
• Department and office of information technology (OIT) requirements
o Department will provide all data connections.
o Department will provide all necessary ac power and ventilation where needed.
o Department will provide all network connectivity to any of the below devices.
o Department will provide access to all network, video, VoIP, windows related systems requiring integration.
o Department will provide all hardware required on-prem and or self-hosted cloud services.
o Department will provide access to environment requiring setup.
o Department will assign a project manager (pm) for installation, testing, and cut over
- Equipment specifications
• The distributed multipoint video conferencing platform shall provide options to be deployed as a SaaS solution, on premises across department datacenters, via a private or public cloud such as microsoft azure, or as any hybrid combination thereof.
• The proposes solution must align with department and OIT security requirements and provide unlimited scalability and capacity.
• This will position it as the primary means for achieving reliable, seamless, and high-quality video collaboration across department, regardless of the platform, location, or the devices currently in use (poly video room devices, via path GTL tablets, sip/h.232 or other standards-based devices, desktop & mobile via web browser (WEBRTC) or mobile app).
• Application deployment and administration:
o Software-based video infrastructure core and advanced feature licensing on industry standard servers.
o Open deployment model including SaaS, self-hosted, on-prem, and hybrid options.
o Dynamic bursting and growth options.
o Device management tools for bulk updates and simplified management.
o Manufacturer direct support and professional services ongoing.
o Unlimited scaling in growth including capacity and advances feature licensing. • Data center architecture requirements (hardware/software)
o Hardware to be provided in datacenter locations as required for both capacity and redundancy.
o Distributed architecture that reduces bandwidth consumption over wide area networks (wan) including negative impacts of latency, jittering, and packet loss.
o Overflow options for capacity between nodes and locations.
• Firewall traversal requirements
o Firewall and network address translation (NAT) routing and addressing support as agreed on by the project team and required by the manufacturer.
• Security and monitoring requirements
o Industry-standard encryption and security protocols.
o Compliance with us federal and state security requirement.
• Video conferencing services requirements
o Ai-driven adaptive composition to improve in-meeting experiences and participation.
o Intelligent composition for high-quality and reliable video.
o Microsoft certified cvi (options for state ramp certified cvi).
o Point-to-point calls.
o Call control.
o Device registration.
o Transfer participants to another conference.
o One-touch join for simplified video room connections
o Certified microsoft sip guest joins for simplified connections to externally hosted meetings.
o Multiple branding options to create a desired video brand and improve video experiences.
o Exchange scheduling plug-in for virtual meeting room (VMR) meetings.
o VMRs with clientless join for secure and select meeting requirements.
o Host and user authentication policies and pin-protected conferences.
o Layout options and host controls during meetings, with the ability to change layout during meetings.
o Dual-tone multi-frequency (DTMF) support.
o Aims, chat, content share, and dual-screen support during meetings.
o Conference room lock options to prevent unwanted participation.
o Access to rest APIs and SDKs for custom workflows and third-party integrations.
o Integration pathway for third-party scheduling solutions and proprietary GTL tablets.
o Options to connect to streaming, recording, and public services, such as vBrick and YouTube.
o Policy-based routing from external systems or local policy scripts.
o Management tools for simplified administration.
o Direct manufacturer support and ongoing professional services.
