RFP Description

The vendor is required to provide security services and capabilities to the county at designated county government facilities, properties, and events.
- Physical security services include courthouse screening operations, staff and mobile patrol units at designated locations, and providing armed security officers at designated locations
- On demand capabilities include surge staffing on short notice, availability of special conveyance, executive protection, and special event support.
- Courthouse security screening will consist of screening operations similar to transportation screening, at three locations within a single building to ensure the safety of courthouse staff and the public.
• Screeners will detect and prevent prohibited and dangerous items from entering the courthouse.
• Screeners work with law enforcement personnel to identify, communicate, and prevent select persons from entering the courthouse.
• During incidents, contractor will provide assistance with courthouse operations in accordance with procedures.
• Contractor shall ensure all staff have excellent customer relation skills, be professional in appearance, maintain high standards in personal hygiene, and act and conduct themselves in a professional manner that is expected in a business environment.
- Mobile patrol vehicles will operate up to 24/7 along designated routes to patrol designated locations and respond to alarms and request for services; drivers will conduct patrol activities outside of the vehicle; vehicle models will be selected with the ability to operate safely in adverse weather conditions, such as in snow, when supporting warming shelters during severe winter weather.
- Mobile patrol security vehicles should:
• Have a professional appearance
• Be mechanically reliable
• Marked as 'security'
• Have caution lights mounted on the roof of the vehicle
• Maintain communication with the security operations center (SOC) and 911
• Have the systems on board to report vehicle location in real time
• Ability to record vehicle actions and report if drivers’ actions are unsafe or unprofessional while driving
• On-board video recorder will be mounted in vehicle front window
- Security contractor will manage and operate the county SOC
- The contractor will ensure the SOC is staffed with security persons that have the desired characteristics, capability, intelligence, and experience to operate a 24/7 operation with responsibility for multiple locations across the county.
- The contractor will administer the physical access control (PAC) system, monitoring of building and property access control, intrusion detection systems (IDS), video management systems (VMS), and duress alarm systems.
- Contractor will have experience with level, milestone, and lynx.
- Security program and operations will be determined by the county security manager with in-office work location to be provided by the county.
- Provide security guard services at additional locations as designated by the county
• Duties will be per tasks assigned by county manager.
• Location and duration will be determined at the time of need and availability of county budget resources.
• Contractor shall be aware that proposed hours may be increased or decreased at any time by the county based on need and/or budgetary requirements.
