The vendor is required to provide full-service professional engineering and planning consulting services on a long-term, as-needed, non-exclusive basis
- Two discrete components, option A -- engineering services, and option B -- planning services.
- Option A -- engineering services
1. General civil engineering
• Providing engineering support, including significant interface, to the village;
• Preparing maps, plans, profiles, and cross sections to support engineering projects;
• Evaluating the need for future recurrent construction activities, such as paving, curbs, sewers and sidewalks, and assisting in the development of capital plans;
• Reviewing, approving and administering permits for sidewalks, street openings, utility poles, small-cell facilities, including making inspections, tracking work and close-out;
• Reviewing, approving and administering engineering permits;
• Acting as the village’s representative with governmental officials, utility companies, etc.;
• Monitoring activities and making recommendations to assure village compliance with applicable laws and regulations.
• Reporting to appropriate governmental agencies on behalf of the village as required by law
• Conducting special studies and preparing reports as a basis for recommendations to the village manager and village board of trustees;
• Attending village board of trustee’s meetings as needed;
2. Design, bid, award and contract management and administration of public works projects
• Scoping the project in consultation with village staff;
• Preparing preliminary and final design and project budget estimates;
• Coordinating with village staff to identify appropriate means of procurement;
• Preparing procurement documents, whether competitive bidding or other process;
• Performing background checks of contractors;
• Evaluating bids or proposals and make recommendation to village as to award;
• Reviewing bonds and insurances provided by contractor; and
• Leading pre-construction or kick-off meeting;
• Performing contract management and administration;
• Acting as owner’s representative;
• Approving change orders or other contractor submissions;
• Resolving disputes with contractor;
• Approving payment requisitions;
• Notifying sureties as to status of contract; and
• Reviewing and approving application for final payment and close-out documents;
• Performing post-completion inspection(s) as may be required.
3. Development review
• Providing pre-application engineering review and comment to prospective applicants for land use and planning approvals
• Attending and participating in meetings of development review committee (DRC)
• Coordinated by the department of planning and development;
• Attending meetings of village board of trustees, planning commission, zoning board of appeals (ZBA) and architectural review board as required;
• Reviewing land use and planning applications and provide comment; and
• Managing subdivision plat approval process; and
• Managing and updating the official map.
4. Construction inspection
• Supervising and inspecting construction and maintenance work on highways, sewers, water mains, storm drains, sidewalks, or other public works projects;
5. Traffic engineering services
• Evaluate requests and develop traffic engineering solutions for public safety and convenience; perform data collection, evaluate field conditions and provide recommendations for speed limit on village roadways; perform engineering studies for the evaluation of existing and for the installation of stop signs, traffic signals or other traffic control devices; analyze the performance of traffic signal timing along designated street corridors or intersections; conduct trip generation and other traffic studies as may be required.
- Option B - planning services
• Reviewing new applications to the planning commission to verify zoning compliance.
• Such review must be undertaken in the fourteen-day window for formal review of planning submittals for compliance.
• Provide correspondence to the director of the department of planning and economic development that indicates whether the application is complete and whether it is in compliance with the zoning code.
• Be available and on call for planning commission meetings to communicate findings or convey professional determinations and present matters as the case may be.
