The vendor is required to provide development-related planning services on an on-call, as-needed basis when there are staffing vacancies or the workload exceeds the capacity of full-time staff.
• Reviewing and processing current and advanced planning entitlement projects for a variety of land uses, with varying ranges of complexity, including residential and non-residential development projects;
• Conducting research and preparing reports, including recommendations and graphics, for the planning commission and/or city council;
• Attending and making presentations at community meetings, planning commission meetings, and/or city council meetings;
• Conducting plan check and field construction reviews for compliance with approved plans;
• Attending meetings regarding matters of regional or statewide importance;
• preparing well-written, technical, and organized staff reports, presentations, ordinances, diagrams, hearing notices, decision letters, and other related material necessary for project processing, such as new legislation, policy formulation, or emerging planning issues;
• preparing and processing amendments to the general plan, zoning ordinance, and specific plans;
• providing information and assistance to applicants, developers, consultants, the general public and outside agencies and organizations on matters related to planning and assigned projects;
• experience in reviewing projects in compliance with the act.
• the ability to review a project and make recommendations on appropriate act determinations (i.e., categorical exemptions, mitigated negative declaration, etc.); and
• conducting a thorough zoning code compliance analysis, reviewing of development plans, researching state legislation, analyzing data, reviewing available historical documents, and making informed recommendations to city staff.
