RFP Description

The Vendor is required to provide rate and financial consulting services for multiple county departments.
- Services include:
• Review and make recommendations regarding potable water, wastewater, and reuse rates, solid waste disposal (tipping) and collection fees, storm water fees, wholesale rates and fees or rates and fees charged to other municipal governments and other fees in support of public utilities, solid waste and storm water enterprise funds based on cost of services and recovery principals.
• Review and make recommendations regarding capacity/impact fees and other related charges, considering the unused existing capacity and projected expansion of public utilities, solid waste and storm water enterprise funds.
• Preparation of financial models/forecasts of public utilities, solid waste and storm water enterprise funds.
• Analysis of current and projected revenue sufficiency of public utilities, solid waste and storm water enterprise funds.
• Review and make recommendations regarding non-ad valorem assessment methodologies for potable water, wastewater, reuse, solid waste, storm water, street lighting, fire assessments, and other capital improvements.
• Review and make recommendations regarding impact fees for general government services, including but not limited to judicial, safety, fire and emergency, parks and recreation, transportation and mobility, and public facilities services.
• Review and make recommendations regarding use-of-facilities fees, such as parks and recreation fees.
• Recommendations for new, modified, or redesigned rate structures as needed, to be based on the cost of services principles rates, fees, and other miscellaneous charges for public utilities, solid waste and storm water enterprise funds and other general government activities.
• Review of operations to determine if additional services, charges, and revenue enhancements are appropriate.
• Perform financial sensitivity analysis on enterprise funds and other general government operations, considering such factors as capital program implementation, regulatory changes, and other issues that may cause a need to review financial operations.
• Develop new charges to recover the capital investment required to accommodate growth and provide for future adjustments to the charges.
• Assist the county with evaluations, including engineering related evaluations, of the facilities and capital improvement plan, as required in support of bond issues.
• Prepare financial feasibility report studies in support of the issuance of bonds, including preparation for and attendance of presentations before rating agencies, bond insurance companies, potential investors, purchasers of instruments of debt, and other required parties.
• Assist in strategic planning activities.
