RFP Description

The Vendor is required to provide computer assisted mass appraisal (CAMA) systems software for real property valuation and data storage.
- Assessing staff will handle the day-to-day work of answering phone calls from taxpayers, and connecting taxpayers with visiting real property field data collectors as needed.
- This is to ensure that there is full mutual understanding and agreement between bidder and town as to the changes, concerns, and goals that will be focused upon during the upcoming fiscal year.
- This will allow for occasional requests or changes of fieldwork to be communicated, plus it will be good for awareness and coordination among the assessor’s office staff.
- in advance of each engagement of field data collection in town, bidder agrees to identify (by email communication) the agreement with the town board of assessors (or staff assigns) to the target range of dates to begin and the target range of dates to finish the field inspection and field data entry of each defined group of parcels.
- Confirm existing measurements or make any necessary changes by writing on the property record cards (PRC).
- Sketches must be completed in a manner appropriate for capturing all physical improvements and shall be sketched to scale showing accurate outside measurements, story heights, and descriptions, with the street side toward the bottom of the sketch.
- Note on (PRC) any visible land/external attributes, e.g., topography, wetlands, heavy traffic, etc.
- Take two (2) angled (corners-of-structure viewpoints), digital photos for each property and enter them into the vision system, and date of photo must be seen right on each photo when it is viewed in the real property CAMA valuation database.
- To assure availability and uniformity, all necessary related equipment (especially cameras and related media –portable flash card/data storage chips) for this cyclical inspection field work will be supplied by the town for bidder’s field data collectors.
- Onsite real property physical inspections (all exterior and some interior) of town (over 12,000) residential and commercial parcels.
- Contract Period/Term: 2 years
