RFP Description

The vendor is required to provide eligible direct service providers (DSPs) and execute DSP agreements that apply credit for recovered organic waste products (ROWP) purchased by the DSPs to the county.
• DSPs must use recovered organic waste products in state.
• The county sole credit for all ROWP procured
- All DSPs that receive ROWP through an agreement and must provide all signed waivers to the county upon request.
- Collect a photo release form from all DSPs that use or receive ROWP through an agreement that allows the county to use photos taken in public presentations, reports, or other outreach and must provide all signed forms to the county upon request.
- Obtain, maintain, and submit documentation sufficient for the county to claim credit for ROWP credits procured under the contract resulting.
- Documentation must be sufficient to meet the recordkeeping interpreted by CalRecycle.
- Documentation must include, at a minimum:
• Executed DSP agreements.
• Facility names, addresses, and contact information of the suppliers (producers) of the sb 1383-compliant recovered organic waste product.
• Quantity of ROWP procured in tons as defined by sb 1383 regulations
• Receipts, invoices, and other documentation showing proof of purchase of the ROWP from the source facilities.
• Records must be maintained on a calendar year basis for each calendar year in which ROWP credit is procured for the county.

- Provide a mechanism such as an online portal or monthly reports that enables the county to regularly monitor the project status.
- These records must be made available for audit and inspection by the county at any time during usual business hours.
- ROWP credit quantities
• In 2025, the county requires 2,000 tons of ROWP credits.
• Future years are expected to be similar, and the quantity of ROWP credits required in future years will be determined annually in December for the next calendar year.
• No minimum or maximum amount of procurement is guaranteed.
- Provide an opportunity for small local emerging businesses (SLEBS) and large firms to network and develop subcontracting relationships to participate in the contract(s) that may result
- Provide an opportunity for bidders to request clarification and ask specific questions about the project, goods, and services.
- Provide bidders an opportunity to view a site, receive documents, etc., necessary to respond.
